Baby Nurseries Behind Prison Walls in Missouri a Possibility?

The Missouri House of Representatives has given preliminary approval to a bill that would create a prison nursery program. State Representative Kimberly-Ann Collins, a Democrat from St. Louis, supports the legislation and says it is near and dear to her heart….

The estimated cost of the program is one-million dollars. One more vote in favor would send the bill to the Senate.
