1:30am, Officers assisted Emergency Services on a call of a possible vehicle with its brakes smoking that is eastbound on US 36…..As departments were searching for the semi-truck, the reporting party called back and their call was plotted as on US 65, south of town and the caller advised to cancel the fire call….Units did not locate a vehicle….
5:52am, Call from business in the 1200 block of N. Washington Street to report a subject in the business that was acting strangely…..The subject was gone upon Officers’ arrival…..
7:23am, Officer reporting to Lafayette County for Court duty…….
7:56am, Shoplifting report received from a business in the 300 block of N. Washington Street where a description of the suspect(s) and vehicle was obtained….The vehicle was observed shortly after at another location in the 1300 block of N. Washington Street where items were observed being taken by the suspects and they were arrested….The two subjects from the Kirksville area were processed and transported to the Daviess/DeKalb County Regional Jail in lieu of charges…..

8:32am, Report of possible child abuse reported by parent…..further investigation indicates possible accidental injury to child by a relative….Investigation continuing….
9:01am, Disturbance reported at a residence in the 1200 block of Walnut Street….Disturbance was determined as verbal and no arrest made….Parties separated…..
9:13am, Subject calling to speak with Officer in reference to a stealing case….Officer speaking with them…..
9:39am, Courthouse calling for Officer in reference to a Deposition….Message given….
9:54am, Officer at PD to return property to a subject……Property returned….
10:00am, Officer out on Waterworks Road in reference to a follow-up investigation….
11:22am, Officer returning stolen property to business in the 300 block of N. Washington Street….Property was returned….
11:52am, Officer out in the 1200 block of N. Washington Street to return property…. Property returned….
12:08pm, Subject calling with questions on a citation…..information taken for Officer….
12:17pm, Subject calling to speak with Officer in reference to child custody issues….Officer spoke with subject
12:52pm, Officers responded to the intersection of Clay and Washington for a two vehicle accident with no injuries….Upon investigation both vehicles were towed from the scene….
1:00pm, Subject calling PD with questions as to employment…..Message was taken….
1:33pm, Officers responded to Green Street near South Washington Street in regards to a non-injury accident where a trailer detached from a truck and struck another vehicle…Information obtained for report…..
2:18pm, Officer out at City Hall on Administrative detail…
2:58pm, Call of possible disturbance with customers at business in the 200 block of N. Washington Street….Determined as a misunderstanding about payment method…
3:13pm, Officer out at Courthouse for Court duties…..
3:55pm, Probation/Parole from Kirksville calling with question on custody status of subject….They were advised subject incarcerated in Pattonsburg……
4:00pm, Subject calling with questions on ATV laws….Officer returned call….
4:06pm, Daviess/Dekalb calling with information on an incarcerated subject….Information received…..
4:15pm, Officer obtaining item from towed vehicle to be transferred to Daviess/DeKalb for prisoner….
4:22pm, Report received of possible vehicle accident at US 36 and Business 36 E…..Neither vehicle received any damage and no report taken….
4:30pm, Officers performed motorist assist at US 36 and 65……
5:03pm, Subject calling to speak with Officer….Officer is calling them back….
6:19pm. Officer out at Courthouse for Court duties…..
6:31pm, Residential alarm in the 600 block of Elmdale Road…..Residence checked and found secure….
6:36pm, Officer performed security detail for uptown event……Drop of Dublin….
7;16PM, Officer responded to the 200 block of Crescent Drive to recover found drug paraphernalia….Item was recovered by Officer for proper disposal….
7:38pm, Possible disturbance reported to have occurred in the 1200 block of N. Washington Street…..Parties were contacted and their issued were resolved……
9:13pm Request to check well-being of subject that had not returned home……Officers checked for subject and the subject returned home at the time…
9:32pm, Request to check well-being of subject in the 100 block of Brunswick Street….Officers checked and the subject was found to no longer reside at address as given….
10:01, Subject reports being threatened by another subject in the 1000 block of Graves Street….Both parties were contacted and the issues were resolved…..
10:03pm, Complaint of loud music in the Green Street, Gilbert Road, Keith Avenue area……Officers checked area and unable to locate the source as reported….
Numerous traffic stops, continuing investigations and building security checks…..

12:47am, Officers assisted Sheriff’s Department and Highway Patrol with traffic control just west of the City limits on US 36 for a westbound tractor trailer that had gone off the highway and overturned….. The driver refused medical transport and Gabrielson Wrecker was contacted to upright the vehicle….PD Officers provided assistance at the scene for approximately one hour…..
1:16am, Request for well-being check at a residence in the 100 block of S. Brunswick Street….Officers checked residence and the subject was not at that residence…. It was determined later that the requesting parties had given the wrong address and the subject was located at another address…
2:35am, Officers reported to the 1200 block of Locust Street to the scene of an unattended death…..Coroner’s Office contacted and outward appearances indicate appearance of self-inflicted death….The 44 year old Chillicothe resident was removed by Livingston County Coroner for further investigation….
6:49am, Officers responded to a disturbance involving a firearm in the 1200 block of Walnut Street…. Upon arrival the reported concerns were investigated and there was no threat found… The firearm was returned to the owner…..
7:05am, Request for well-being check in the 800 block of State Street for subject that hasn’t been in contact with family for a period of time….Officers checked and the subject is OK and will contact relatives…..
8:45am, Verbal disturbance between family members in the 2700 block of N. Washington Street…..Subjects were contacted and a party left the premises and is to visit a patient at another time….No report…..
10:00am, Officers provided traffic control for the annual Kiwanis Kid’s Day Parade…..The parade was led by the Police Department and Sheriff’s Department and concluded by an Emergency Services fire truck……After the parade, prizes were awarded and ice cream treats were provided to attendees….
10:14am, A subject that was on the Sheriff’s Department’s Most Wanted list was observed in the 1200 block of N. Washington Street and taken into custody on seven warrants….A passenger in the vehicle was also taken into custody on a drug charge…..Investigation continuing….
12:50pm, Subject is at PD to go to address on Walnut Street to retrieve property that had been left there……Determined to be a civil issue….
1:09pm, Officers responded to the intersection of Polk and Elm Street in regards to a two vehicle, non-injury accident…. One driver received a citation for failure to yield; in an accident, after pulling from a stop into the intersection and striking the other passing vehicle….
2:25pm, Officers assisted the Sheriff’s Department on investigation in the 400 block of Calhoun Street….
3:12pm, Officers responded to the 1400 block of Bryan Street to assist medical personal with a male individual who was unresponsive, but was now awake…. Dispatch advised the individual was reported to be intoxicated…. Upon officers’ arrival it was determined that the individual had a child in his care at the time, was intoxicated and was taken into custody for child endangerment…..Subject transported to Daviess/DeKalb County Regional Jail in lieu of charges….
6:03pm, Subject calling PD to speak with Officer in reference following up on an earlier investigation….Officer speaking with them…
6:26pm, Officer speaking with subjects at PD in reference earlier investigation….
6:41pm, Officer out in the 1200 block of Dorney Drive on a continuing investigation…..
6:44pm, Officers called to Hedrick Medical Center for an unruly patient….Officers made contact with subject and they were calmed down….No report at this time….
8:47pm, Officers responding to 1400 block of Polk Street to report of subject contemplating self-harm….Subject found to not be at the residence upon Officers arrival….Officers spoke with a family member and believe everything OK at this time but still attempting contact…..
9:17pm, Officers checking area of St. Louis and Jackson Street in attempt to locate subject….Officers unable to locate….
11:19pm, Report of subject beating on door of residence on Jennifer Lane where no one is home…..Subject was contacted by Officers and advised to move along….
11:40pm, Officer checking on subjects at tennis courts of Danner Park…..They were finishing playing tennis and Officer shutting down the lights….

Sunday, September 19th
12:56 a.m., Officers were dispatched to a possible disturbance in the 300 block of Henry St. Officers did not locate any disturbance.
12:56 a.m., Officers assisted individuals trying to catch a dog running-at-large in the 400 block of S. Washington St. The dog was captured and the owner is unknown. The dog was taken to the animal shelter.
1:49 a.m., Officers discovered an unsecure door to a building in the 2800 block of Hornet Rd. Officers did not discover any criminal activity at that time.
5:24 a.m., Officers discovered a possible burglary at Shafer Park. The investigation is on-going.
7:30 a.m., Officers took a report of a juvenile failing to return to their residence the night before in the 200 block of Samuel St. The incident will be forwarded to the Livingston County Juvenile Office.
8:41 a.m., Officers conducted follow-up on an investigation in the 400 block of Elm St.
10:34 a.m., Officers conducted a fingerprinting detail at the Police Department.
12:20 p.m., a citizen called the Police Department to report information on a reported runaway juvenile. Officers took the information for follow-up.
12:48 p.m., a citizen recovered their lost property at the Police Department.
1:06 p.m., Officers were dispatched to a well-being check of a person sitting in the weeds in the area of U.S. 36 and U.S. 65 Hwy.’s. Officers were unable to locate anyone.
2:12 p.m., Officers took a report of illegal dumping in the 1200 block of N. Washington St. The investigation is on-going.
3:22 p.m., Officers retrieved lost property in the 1000 block of Graves St.
3:28 p.m., a citizen called the Police Department with questions about a person possibly in jail. The jail telephone number was provided to them.
6:09 p.m., Officers were dispatched to a possible speeding vehicle in the area of Danner Park. Officers were unable to locate the vehicle.
7:05 p.m., a citizen called the Police Department to report information on a reported runaway juvenile. Officers took the information for follow-up.
10:55 p.m., Officers were dispatched to a possible suicidal person in Chillicothe. The information provided was very vague and Officers were unable to locate anyone based on the vague information provided.
Officers conducted traffic stops, business checks and responded to 89 calls for service on Sunday, September 19th, 2021.
