Controversial Elements Reappear on Senate’s Initiative Petition Proposal

The Missouri Legislature is one step closer to passing a proposal that would make it tougher for voters to change the state Constitution.
The measure that would change the initiative petition process would require a simple majority plus a majority of votes cast from most of Missouri’s U.S. House seats.

Democrats oppose the plan and argue that requiring a concurrent majority would give a small number of people a veto over the will of the majority of the state.
The legislation now heads back to the Senate for a final look.
