Gower Man Arrested on Felony Sex Crime in Clinton County

A Gower man was arrested on a trio of charges, including a felony sex crime, Sunday afternoon in Clinton County.
The Missouri State Highway Patrol says 63-year-old Billy W. Philips was arrested on preliminary charges of felony failure to register as a sex offender, failure to register a motor vehicle, and not having valid insurance.
Philips was taken to the Clinton County Jail and booked on a 24-hour hold.
