Livingston County Missouri Sheriff – Incidents, Arrests and MORE Public Information – March 23, 2023

Incident Reports:

March 02 at 5:27 a.m. LCSO responded to a call on LIV 226 east of U.S. 65 about suspicious person and vehicle.  Further investigation resulted in the MSHP assisting the deputy and assistance given to the persons.

March 07 a Wheeling resident was requesting the LCSO pickup or put down a neighbors dogs and the reporting persons dog went off his/her property and was subsequently attacked by a neighboring dog(s).  Livingston County and the State of Missouri do not have leash laws.  We advised the complainant of the options they have.

March 07 at 3:27 p.m. LCSO was assigned to assist the Chillicothe Police and a crime victim on incident that took place in both rural Livingston County and later in the City of Chillicothe.  Allegedly the victim was required by the suspect to transfer money to him via an online app against her will when they were in rural Livingston County and she was prevented from leaving the vehicle he was driving at the time.  Chillicothe PD arrested by suspect as part of their investigation and we are also seeking charge(s) on the same male.  Suspect was out of jail on bond for a different incident.

March 12 LCSO and MSHP responded to an address on Highway H near Avalon on report of domestic violence.  Investigation resulted in the arrest of Javier Luis Espinoza, 50, for alleged Domestic Assault.  Mr. Espinoza was processed at the Law Enforcement Center and transferred to the Caldwell County Detention Center pending review by the prosecuting attorney.

March 12 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding an incident being investigated on alleged possession of vape pens and at least one THC vape cartridge.  Information being handled by parent(s), school administration and juvenile office.

March 15 at 1:46 p.m. LCSO was in the 500 block of Paul Street attempting to serve Cole County arrest warrants on an adult female.  The male in the home answered the door and lied to the deputy multiple times that he was the only adult in the home and the wanted person was not inside the home.  Another LCSO deputy could see a second adult moving around in the home.  Contact was again made with the male who again lied to the deputy.  Further investigation resulted in the arrest of the adult female on the Cole County arrest warrants.  Information being submitted to the prosecuting attorney for consideration of hindering prosecution charge.

March 16 LCSO began investigation on a sex offender allegedly not being in compliance with registration requirements.  Information being submitted to the prosecuting attorney for consideration.

March 19 LCSO completed an investigation involving a citizens cattle continually going onto neighboring property and allegedly causing property damage.  Attempts have been made to contact the livestock owner on Highway U without success.  Incident report has been submitted to the prosecuting attorney for consideration.

March 20 LCSO has completed an investigation which began in February 2023 where person(s) have alleged used the Child Abuse Hotline to harass person(s) with legal custody of child(ren) in Livingston County.  Two callers have been identified, Children’s Division and LCSO show the basis for the calls was unfounded.  LCSO submitting case file to prosecuting attorney for consideration.

LCSO completed an investigation on animal neglect allegation where dog/puppies were allegedly not being fed and the case was determined to be unfounded as the animals were found to be healthy and have been fed/watered.

 

Most Wanted Updates:

Added March 08:

Sterling Joe Blakeley, 54, Breckenridge, wanted on Livingston County arrest warrant #21LV-CR00323-01 for alleged Probation Violation on original class D felony Possession of Controlled Substance. Warrant lists alleged violations of probation being RESIDENCY, by failing to notify probation officer of change, EMPLOYMENT, by failing to notify probation officer of change, and REPORTING, by failing to report as directed.  Bond set at $20,000.  LCSO Jail Management records shows Mr. Blakeley was initially arrested/incarcerated on this case December 05, 2021 and then served 120 days shock detention, being released April 07, 2022.

 

Other Arrests:

March 09 at 3:40 p.m. LCSO arrested Joseph Wayne Webb, 28, Carrollton, on Livingston County arrest warrant #23LV-CR00031-01 for alleged class D felony Stealing-$750 or more.  Mr. Webb was processed and released on bond.

March 14 at 4:00 p.m. LCSO deputy arrested Daniel Erik Kraft, 37, Kirksville, for 97 in a 65 on U.S. 36.  Mr. Kraft was processed at the Law Enforcement Center and released on bond.

March 15 LCSO arrested Sara Jean Brown, 23, in the 500 block of Paul Street on 2 Cole County arrest warrants, one being Failure to Appear on felony Possession of Controlled Substance and second being Failure to Appear on misdemeanor Possession of Drug Paraphernalia.  Ms. Brown was processed and transferred to the Harrison County Detention Center pending extradition by Cole County Sheriff.

March 16 at noon on U.S. 36 at LIV 259 a deputy stopped a vehicle for not having headlights on when windshield wipers were required.  The investigation resulted in the arrest of Megan Elizabeth Jackson, 30, Liberty for alleged Driving While Suspended and on 2 Platte County arrest warrants for alleged failure to appear for no auto insurance and a license plate infraction.  Ms. Jackson was processed at the Law Enforcement Center and released on bond.

March 17 LCSO worked with Daviess County Sheriff on getting a Livingston County arrest warrant served.  Daviess County arrested Brock Alan Larkin, 49, Jamesport and we extradited Mr. Larkin on Livingston County arrest warrant #23LV-CR00114 for alleged class A misdemeanor Violation of Protection Order for Adult.  Mr. Larkin posted bond and was released from the Law Enforcement Center.

March 20 about 10:35 a.m. LCSO deputy stopped a speeding vehicle on U.S. 65 near the Grand River for 77 in a 60.  Investigation resulted in the arrest of Esteban Acosta-Osping, 29, Warrensburg for alleged Driving While Suspended-2nd offense and on a Boone County arrest warrant for alleged Failure to Appear in Court on Driving While Suspended.  Mr. Acosta-Osping posted bond and was released with court date to appear.

March 22 at 10:30 a.m. LCSO arrested Brock Alan Larkin, 49, Jamesport on Livingston County arrest warrant #23LV-CR00116 for alleged class A misdemeanor Violation of Protection Order for Adult.  Mr. Larkin was processed at the LEC and released on bond.

 

Citations:

March 13 at 3:00 p.m. a Chillicothe driver was cited for failing to drive within a single lane on U.S. 36 at U.S. 65.

March 14 at 4:00 p.m. a Kirksville driver was cited for 97 in a 65 on U.S. 36 at LIV 269.

March 14 at 6:34 p.m. a Chillicothe driver was cited for 90 in a 65 on U.S. 36 and LIV 251.

March 18 at 11:33 a.m. a Chillicothe driver was cited for 75 in a 55 on Highway 190 and LIV 235.

March 18 at 12:45 p.m. a Kansas City driver was cited for 86 in a 65 on U.S. 36 at Route CC.

March 18 at 5:59 p.m. a Jefferson City driver was cited for 84 in a 60 on U.S. 65 and Route H.

March 19 at 11:00 a.m. an Illinois driver was cited for 80 in a 65 on U.S. 36 at Route D.

 

Additional Information:

The week of March 14, Sheriff Steve Cox attended the Missouri Sheriffs’ Association Spring Conference where Missouri Sheriffs received extensive training in various areas including;  HR Post Amendment III, PREA updates and training, Marijuana and Amendment III, Uvalde Texas School Shooting, MSA Business meeting, and sheriff networking and discussions.

March 16 and 17 LCSO conducted court security on 2-day jury trail in Livingston County Circuit Court where Jeremy Lee Batson, 50, was on trial for 1 felony count of domestic assault and was found guilty.  Mr. Batson remains in custody and sentencing will be in June 2023.

March 19-21 Chief Deputy Michael Claypole attended Crisis Intervention Team training in Columbia where various training topics useful in law enforcement, mental health, team response, and service to family and communities, and networking took place.

March 20 a total of 12 detainees in custody were transported from various jails to appear in Livingston County Circuit Court that afternoon and all were returned to custody.

March 21 added two new child sex offenders as Livingston County residents on www.livcoso.org under registered offenders, being for Richard E. Hawes Jr. and Ricky Dee Young.

March 22 LCSO transported 5 male detainees from the Caldwell County Detention Center to the Livingston County Associate Circuit Court for mandatory appearance.

LCSO currently has 34 people in custody.

LCSO has continued being very busy in keeping up with all required duties, investigations, assisting motorists, calls for service and more.
