Livingston County Public Information for August 24

Incident Reports:

August 03 about 3:15 a.m. deputy stopped vehicle on U.S. 36 for traffic offense(s) and found multiple juveniles in the vehicle and the driver had been smoking marijuana. Marijuana, THC wax and drug paraphernalia were seized from the vehicle. Parent(s) were contacted and one parent had not been aware that son or daughter was missing from home. Juveniles safely transferred to adults and report being submitted to juvenile office.

August 06 LCSO began working investigation on alleged child custody visitation violation. Matter remains under investigation and report will be submitted to prosecuting attorney.

August 08 LCSO responded to location on Old Highway 190 for report of Domestic Assault. Investigation shows adult female claimed male had physically assaulted her and left once law enforcement was summoned. Investigation continues.

August 09 at 4:53 a.m. LCSO responded to a report of domestic disturbance northwest of Wheeling. Male caller reported peace disturbance from a female in the home. Investigation continues.

August 09 a deputy made a traffic stop on U.S. 36 for excessive speed. The driver was traveling from Kansas City to Chicago and had the odor of marijuana emitting from the vehicle. The driver did not have a medical marijuana card. Concern the male had been smoking marijuana while driving and marijuana was seized from the vehicle. No cause for arrest of DWI under drugs and subject issued a speeding citation.

August 10 LCSO began an animal abuse/neglect investigation in Utica regarding livestock. Case investigation continues.

August 11 LCSO began an investigation in Wheeling where a male reportedly intentionally drove a vehicle into the victim’s garage and vehicle then left the scene. Victim reported same suspect previously burglarized and stole various items. Investigations continue.

LCSO has completed a lengthy criminal investigation where a suspect allegedly embezzled/stole over $43,000. The investigation file is being submitted to the prosecuting attorney for consideration of charges.

August 14 at 11:30 p.m. LCSO along with CPD K-9 Unit and MSHP Troopers conducted a fugitive investigation in the 21000 block of Third Street in Dawn. Officers were able to locate and arrest Colbi Dillion Stottlemyre, 31, Chillicothe on Livingston County arrest warrant for alleged Trespassing and Stealing. During the arrest Mr. Stottlemyre was found to have been in possession of methamphetamine/smoking pipe. Additional charge(s) are anticipated. Mr. Stottlemyre was transferred to DDRJ in lieu of bond.

August 16 LCSO began an investigation of theft from a property in the 100 block of S. Grant. Victim reported 2 fans, extension cord, tool box with tools and propane tank were stolen. Investigation continues.

August 22 evening LCSO was conducting a fugitive investigation in Wheeling and learned our suspect was hiding in an outbuilding in the south east part of the community. Suspect had allegedly barricaded himself in the out building. LCSO, MSHP and Dept. of Conservation Agent and K-9 were at the scene. Officers were finally able to gain entry into the building and found Tye Joseph Evans, 33, Wheeling hiding inside a tote. Mr. Evans was arrested on Livingston County arrest warrants for alleged traffic offenses. Mr. Evans was also questioned on multiple crimes that had previously been reported in the Wheeling area. LCSO located a bag of methamphetamine that had been in Mr. Evans’ possession prior to arrest. A female inside the building was found to be in possession of brass knuckles and her vehicle had previously been at the scene of a burglary/theft in Chillicothe. Information on that has been shared with the Chillicothe Police. Multiple investigations continue and additional charge(s) being considered. (more)

August 19 LCSO located a stolen ATV west of Chillicothe and had it towed. The ATV had been stolen from Linn County and we have shared information with the Linn County Sheriff on this case.

August 22 LCSO began investigation on report that someone had received text messages that a specific home was going to be shot at. Investigation continues.

LCSO has been investigating an alleged sex offense where a local juvenile is the victim.

Most Wanted Updates:

Arrested August 07 by authorities in Carroll County, Johnnie Wayne Horton, 42, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance. Mr. Horton also reportedly had an arrest warrant in another county and is being held in the Chariton County Jail at this time.

Arrested August 12 by Jackson County authorities, Loutinia Lee Owens, 49, Kansas City on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear in Court. Ms. Owens will be extradited at first opportunity.

August 17 LCSO and CPD arrested Jeffrey A. Piearcy, 56, Chillicothe on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance-Methamphetamine. Bond set at $20,000 on case #20LV-CR00306-01. Mr. Piearcy was taken to DDRJ in lieu of bond.

August 24 Kalup Woodson, 29, was arrested by St. Louis Police on Livingston County arrest warrant for alleged Failure to Obey Judge’s Order on original class D felony Assault-3rd degree-Special Victim. Ms. Woodson has been a fugitive since November 2020 and will be extradited at earliest opportunity.

Other Arrests:

August 10 at 8:10 a.m. LCSO made a traffic stop for expired license plates and ending up arresting Madison Rae-Ann Fuller, 22, Chillicothe for alleged Driving Without a Valid License. Ms. Fuller was processed at the LEC and released on summons.

August 12 at 12:56 p.m. LCSO arrested Steven Wayne Hurst, 30, Chillicothe when he surrendered to the court on a Livingston County arrest warrant for alleged Failure to Appear in Court on original class C misdemeanor Animal Neglect of Abandonment. Mr. Hurst posted $200 cash bond and was released with new court date.

LCSO has assigned one or more deputies with Traffic Enforcement Overtime projects to watch for and stop dangerous drivers, excessive speeding violations and drunk/drugged drivers on our highways. These enforcement actions are paid for through traffic safety grant from MoDOT. Below are only the citations issued by the LCSO and does not include the many warnings given:

August 6 at 5:10 p.m. an Omaha driver was cited for 86 in a 65 on U.S. 36 near Mooresville.

August 06 at 6:35 p.m. a Lees Summit driver was cited for 87 in a 65 on U.S. 36 at LIV 401.

August 06 at 9:54 p.m. a Donnellson Iowa driver was cited for 81 in a 65 on U.S. 36 at U.S. 65.

August 07 at 8:34 a.m. a Blackburn MO driver was cited for 80 in a 60 on U.S. 65 at LIV 416.

August 07 at 9:05 p.m. a Washington D.C. driver was cited for 81 in a 65 on U.S. 36 at LIV 249.

August 08 at 11:15 a.m. a Thornton Illinois driver was cited for 79 in a 65 on U.S. 36 near Wheeling.

August 08 at 12:38 p.m. a Gardner Kansas driver was cited for 84 in a 65 on U.S. 36 at Wheeling.

August 08 at 12:58 p.m. a Kansas City driver was cited for 81 in a 65 on U.S. 36 at LIV 253.

August 08 at 1:20 p.m. an Oaklawn Illinois driver was cited for 89 in a 65 on U.S. 36 at LIV 255.

August 08 at 1:45 p.m. an Ottawa KS driver was cited for 81 in a 65 on U.S. 36 at Wheeling.

August 08 at 2:15 p.m. a St. Charles driver was cited for 81 in a 65 on U.S. 36 at LIV 255.

August 08 at 3:25 p.m. a California driver was cited for 80 in a 65 on U.S. 36 at LIV 255.

August 09 at 8:30 a.m. a Kansas City driver was cited for 81 in a 65 on U.S. 36 near U.S. 65.

August 10 at 4:09 p.m. a South Carolina driver was cited for 84 in a 65 on U.S. 36 near Medicine Creek.

August 10 at 7:30 p.m. a Chillicothe driver was cited for 50 in a 25 on Third Street at Hickory St.

August 10 at 4:18 p.m. a Texas driver was cited for 85 in a 65 on U.S. 36 at Wheeling.

August 13 at 7:32 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 35 near U.S. 65.

August 15 at 12:08 p.m. an Olathe driver was cited for 79 in a 65 on U.S. 36 at LIV 251.

August 15 at 12:25 p.m. a Wentzville driver was cited for 79 in a 65 on U.S. 36 at Route C.

August 15 at 12:55 p.m. a Wichita KS driver was cited for 89 in a 65 on U.S. 36 near Mooresville.

August 15 at 1:28 p.m. a Blair NE driver was cited for 87 in a 65 on U.S. 36 at Mooresville Jct.

August 15 at 1:40 p.m. a Chicago IL driver was cited for 90 in a 65 on U.S. 36 at Mooresville Jct.

August 15 at 2:05 p.m. an Illinois drive r was cited for 80 in a 65 on U.S. 36 at Mooresville Jct.

August 15 at 2:30 p.m. a Blue Springs driver was cited for 87 in a 65 on U.S. 36 near Mooresville.

August 15 at 2:55 p.m. a Lenexa KS driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

August 15 at 3:10 p.m. an Alabama driver was cited for 76 in a 65 on U.S. 36 near Mooresville.

August 16 at 4:30 p.m. a Cameron driver was cited for 81 in a 65 on U.S. 36 at LIV 419.

August 16 at 5:10 p.m. a Carrollton driver was cited for 83 in a 65 on U.S. 36 at Mooresville Jct.

August 16 at 5:45 p.m. a Braymer driver was cited for 82 in a 65 on U.S. 36 near Utica.

August 17 at 5:42 a.m. a Lincoln, MO driver was cited for 89 in a 65 on U.S. 36 at Utica.

August 18 at 5:22 a.m. a Bethany driver was cited for 74 in a 55 on Highway 190 at LIV 2313.

August 19 at 6:51 p.m. a traffic stop resulted in a Braymer driver receiving 2 citations being Failure to Register Motor Vehicle (must appear) and no auto insurance.

August 20 at 11:35 a.m. a St. Louis driver was cited for 85 in a 65 on U.S. 36 at Route D.

August 20 at 4:18 p.m. a Kansas City driver was cited for 80 in a 65 and placed through field sobriety tests for possible intoxication on marijuana. A sober passenger chose to drive after the stop.

August 20 at 10:25 p.m. a Chillicothe driver was cited for 85 in a 65 on U.S. 36 at LIV 413.

Additional Information:

Officers have responded to a large number of calls for service where no action was required.

LCSO has been busy with multiple other on-going criminal investigations, fugitive investigations, assisting other agencies, assisting motorists, removing debris from the highways, and patrol.

Currently the LCSO has 36 detainees in custody.
