Livingston County Sheriff – 01/02/2023 – Incidents, Arrests, and MORE Public Information

Incident Reports:

December 11 at 2:58 p.m. LCSO responded to a location in Utica on complaint of a careless and imprudent driver who had been confronted by a resident there about his driving and reportedly cussed out the citizen.  The deputy made contact with the alleged driver who was confrontational with the deputy.  Multiple attempts were made to de-escalate the situation but the man refused.  The person was identified and a report is being submitted to the prosecuting attorney for consideration.

December 18 about 6:44 p.m. LCSO and Missouri State Highway Patrol responded to the 13000 block of LIV 206 on a disturbance.  Investigation shows multiple people present with several who had been drinking.  Argument over a potentially stolen wallet.  Situation resolved and no arrests required as parties separated.

December 21 at 8:20 a.m. a Dawn resident reported damage to their mailbox the previous day.  Unknown person(s) intentionally knocked the mailbox off the post and mail was scattered.  A neighbor’s mailbox was also damaged.

December 21 at 9:33 a.m. a rural Chillicothe resident reported a stolen Kimber 1911 Raptor 9mm handgun from his pickup.   The investigation is continuing.

December 21 at 2:40 p.m. LCSO began an investigation of a fraudulent scam where a rural resident was called and informed he won a popular sweepstakes.  In order to claim the multi-million dollars prize and new pickup he had to mail a check to someone then wire thousands of dollars multiple times to a person (not in the United States).  Unfortunately this victim is out over $20,000 dollars and was conned into believing all this was true.

December 27 at 9:45 a.m. LCSO began an investigation of fraud/theft/identity theft for a Wheeling resident where nearly $6,200 has been stolen from the victim’s bank account.  Investigation continues.

December 29 at 5:50 p.m. LCSO responded to a report of possible domestic disturbance in the Dawn Apartments.  Both persons were located and interviewed, neither of which cooperated with prosecution.  Parties separated and report completed.

December 29 at 8:10 p.m. LCSO responded to the Dawn Apartments on report of one apartment having been burglarized and certain items stolen.  Investigation continued into December 30 where people were interviewed.  LCSO applied for and obtained a search warrant for a different apartment in the same area and seized certain items. December 30 LCSO arrested Payden R. Brown, 20 and Madeline Grace Ellis, 18, both of Dawn for alleged felony possession of controlled substance.  Additional investigation is taking place involving the reported burglary and theft.  Mr. Brown is being housed at Caldwell County Detention Center in lieu of $5,000 bond and Ms. Ellis is being housed at Harrison County Detention Center in lieu of $5,000 bond.

 

Most Wanted Updates:

Arrested December 20:

Kimberly S. Brandes, 54, arrested in the State of Texas on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Tampering with Motor Vehicle-1st degree.  Warrant lists alleged violation being #3-DRUGS by using controlled substance.  Bond denied by the court on case #22LV-CR00295.  Extradition will take place once we receive the paperwork from Texas authorities.

Added December 27:

Kenneth Eli Yoder, 24, Trenton, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $15,000 cash on case #22LV-CR00516.  LCSO Jail Management records show Mr. Yoder was initially arrested and incarcerated on this case September 21 and released on ROR bond September 28, 2022.  Now Mr. Yoder allegedly has not appeared in court.

Anthony M. Rounkles, 32, Hale, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Leaving Scene of Accident-Property Damage Exceeding $1,000.  Bond set at $10,000 cash on case #22LV-CR00193.

James Lee McCoy, 46, Marshall, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, Total Arrests in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $5,000 cash on case #22LV-CR00434.

Zachary A. Sheehan, 24, Downing, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony of Forgery.  Bond set at $20,000 on case #22LV-CR00309-01.  LCSO Jail Management records show Mr. Sheehan was arrested and incarcerated on this case June 02 through June 29, 2022 and released on ROR bond.  Again on September 20 through October 06, 2022 and released on ROR bond.  We are again looking for Mr. Sheehan.

Jay Bee Baskett, 34, St. Joseph, wanted on Livingston County arrest warrant for alleged class D felony Burglary-2nd degree and class D felony Stealing-Motor Vehicle.  Bond set at $15,000 on case #22LV-CR00584.

Michelle Kay Williams, 32, Kansas, wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $5,000 cash on case #22LV-CR00561.

 

Other Arrests:

December 14 at 10:34 a.m. LCSO arrested Savannah Kathryn Jimenez, 33, Chillicothe on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  Ms. Jimenez was transferred to the Harrison County Detention Center in lieu of bond.

December 15 at 11:30 a.m. LCSO arrested Joshua Adam Teel, 28, Brookfield when he surrendered to the LEC on Linn County arrest warrant for alleged Failure to Appear in Court on original citation for No Auto Insurance.  Mr. Teel posted the $107 bond and was given a new court date.

December 16 at 2:20 p.m. a deputy witnessed a person driving and knew the person had a revoked license.  The vehicle was stopped in Chillicothe and ended with the arrest of Richard Lee Perkins, 34, Chillicothe for the alleged Driving While Suspended/Revoked-felony offense.  Mr. Perkins was incarcerated in the Caldwell County Detention Center and has since been released on bond.

December 19 at 8:37 a.m. a deputy stopped a vehicle with expired license on U.S. 65 near Highway 36.  The driver, Jody Wayne Johnson, 48, Chillicothe, was arrested on Livingston County arrest warrant for alleged Failure to Appear in Court on class D misdemeanor Knowing Operating Vehicle without Insurance.  Mr. Johnson posted the bond and was released with a new court date.

December 15 at 12:00 p.m. a Chillicothe driver was cited for failure to register motor vehicle annually and for no auto insurance.

December 17 at 9:00 a.m. a Kansas driver was cited for 85 in a 65 on U.S. 36 at Route D.

December 17 at 1:30 p.m. a California driver was cited for 80 in a 60 on U.S. 65 at LIV 437.

December 28 at 9:00 a.m. a Kansas City Kansas driver was cited for 88 in a 65 on U.S. 36 at Highway 65.

December 28 at 9:20 a.m. a Minnesota driver was cited for 81 in a 65 on U.S. 36 at Highway 65.

December 28 at 9:45 a.m. a Silver Springs driver was cited for 79 in a 65 on U.S. 36 at Wheeling Junction.

December 29 at 11:30 a.m. a Chillicothe driver was cited for seat belt violation on a stop at South and Graves Streets.

December 29 at 1:50 p.m. a Cameron driver was cited for 78 in a 65 on U.S. 36 at LIV 251.

December 30 at 9:00 a.m. a Chicago IL driver was cited for 89 in a 65 on U.S. 36 near Wheeling.

December 30 at 9:55 a.m. an Illinois driver was cited for 95 in a 65 on U.S. 36 and LIV 231.

December 31 at midnight a Wheeling driver was cited for 40 in a 25 on Highway B in Wheeling.

December 31 at 1:23 p.m. an Illinois driver was cited for 84 in a 65 on U.S. 36 at Mooresville.

December 31 at 1:39 p.m. a Ludlow driver was cited for 83 in a 65 on U.S. 36 at Liv 413.

December 31 at 2:50 p.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 at Mooresville.

December 31 at 3:10 p.m. a Kansas City driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

December 31 at 3:40 p.m. a Georgia driver was cited for 84 in a 65 on U.S. 36 near Utica.

January 01 at 11:00 a.m. a Chicago IL driver was cited for 85 in a 65 on U.S. 36 at LIV 259.

January 01 at 1:55 p.m. a Breckenridge driver was cited for failure to register motor vehicle annually with expired September 22 plates.

January 01 at 4:20 p.m. a Chillicothe driver was cited for 76 in a 60 on U.S. 65 at Chula Junction.

 

Additional Information:

December 16 LCSO transferred Detrii Hyatt to the Missouri Department of Corrections in St. Joseph on a parole warrant.

December 30 LCSO extradited Spencer Chase Pittman, 26, from the Missouri Department of Corrections in Moberly on a Livingston County arrest warrant for alleged Resisting Arrest, bond was set at $500.  Mr. Pittman was transferred to the Caldwell County Detention Center in lieu of bond.

December 30 LCSO extradited Jacob Michael McGary, 25, from the Missouri Department of Corrections in Booneville on a Livingston County arrest warrant as Mr. McGary reportedly did not complete CODS program.  The warrant is for alleged probation violation on original charge of burglary.  Mr. McGary was transferred to the Caldwell County Detention Center in lieu of bond.

December 30 LCSO extradited John Marvin Goodwin, 30, from the Missouri Department of Corrections in St. Joseph on Livingston County arrest warrant for alleged felony Possession of Controlled Substance.  Mr. Goodwin was transferred to the Caldwell County Detention Center in lieu of $10,000 bond.

LCSO remains busy with these and other criminal and fugitive investigations, assisting other agencies, and statutory obligations.

Currently the LCSO has 44 people in custody.
