Livingston County Sheriff 01/20/2023 – Incidents, Arrests, and MORE Public Information

Incident Reports:

January 02 LCSO assisted a rural family on possible suicidal relative that had sent disturbing message(s) and was unable to be located.  Person was later located in another county and was fine but would seek professional assistance.

January 06 a Dawn resident reported violation of a protection order after receiving messages from the person who is not to contact her.  Further investigation shows the respondent in the matter was not served the protection order until the next day, therefore the criminal case is now closed.

January 13 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding an alleged peace disturbance and threat made at Chillicothe High School by a juvenile.  School Officials and Deputy Lewis handled the situation at the school.  The parent(s)/guardians for the juvenile were contacted and juvenile officials now have the case.

January 14 about 11:00 a.m. LCSO deputy made a vehicle stop for expired registration and learned the juvenile occupant was in possession of marijuana and drug paraphernalia.  The parent/guardian was contacted and the juvenile turned over to the adult.  A report is being submitted to the juvenile office.

January 15 about 8:05 p.m. LCSO was dispatched to Dawn as a resident believed 2 people in a vehicle were planning on stealing from him or his property.  A vehicle had been by his residence and the headlamps were or went off.  The resident shined a light into the vehicle and words apparently were exchanged.  Investigation continues.

January 17 LCSO handled call of an adult potentially suicidal in the north part of Livingston County.  This was an unfounded call for service.

January 18 LCSO responded to call for service where a juvenile was allegedly suicidal.  Person was taken to Hedrick Medical Center for assistance and later released with a parent or guardian.

January 18 LCSO was dispatched to Wheeling regarding a fire at vacant apartments near the fire station.  Incident report completed and turned over to Missouri Fire Marshal.

January 18 about 10:11 a.m. LCSO responded to the 200 block of N. Sherman in Wheeling for an unattended death investigation.  LCSO worked with deputy coroner and preliminary information suggests the elderly female passed due to natural causes.  Our thoughts and prayers remain with the family and other loved ones.

Arrested January 10:

Anthony M. Rounkles, 33, Hale by MSHP on Livingston County arrest warrants for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  Bond set at $20,000 on case #22LV-CR00410.  LCSO Jail Management records show Mr. Rounkles was arrested/incarcerated on this case September 28 through October 19, 2022 when he was released on ROR bond.  Warrant added December 07, 2022 on case #22LV-CR00193 for alleged Failure to Appear in Court on original class E felony Leaving Scene of Accident-Property Damage Exceeding $1,000.  Bond set at $10,000.  Mr. Rounkles was transferred to Harrison County Jail in lieu of bond.

Added January 12:

Victoria Renee Libeer, 41, Brookfield, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class E felony of Harassment-1st degree.  Bond set at $25,000 on case #21LV-CR00332-01.  LCSO Jail Management records show Ms. Libeer was initially arrested/incarcerated on this case July 06-July 12, 2021 and released on ROR bond.  Warrant again issued and served/incarcerated November 10-December 01, 2022 and again released on ROR bond.  We are again seeking the whereabouts of Ms. Libeer.

Stephen J. Johnson, 32, Braymer, wanted on Livingston County arrest warrant for alleged class C felony Delivery of Controlled Substance and class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Bond denied by the court on case #23LV-CR00010.  Offense date November 22, 2022.

Added January 17:

UPDATE:  Mr. Swartz was arrested by Jackson County authorities on January 18, 2023.  Extradition will take place at earliest opportunity.  Kegan S. Swartz, 30, Kansas City, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Fail to Register as a Sex Offender-2nd offense.  Warrant 21LV-CR00063-01 lists alleged violations of probation as being Residency, by not residing at KC Recovery Now in Independence, MO.  Employment, by not providing verification of employment.  Association, by associating with prohibited person.  Special Conditions, by not paying costs on 18AR-CR01472-01.  Supervision Strategy, Swartz is non-compliant with sex offender registration requirements.  Bond set at $20,000 cash.

Chase Jordan Fantazia, 32, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Unlawful Use of a Weapon-Subsection 4-Exhibiting.  Warrant 19LV-CR00692-01 lists alleged violation of probation as being: Drugs, by testing positive for methamphetamine.  Bond set at $20,000.

Added January 20:

Savannah Kathryn Jimenez, 33, Kansas City, wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $5,000 on case #23LV-CR00022.  TIP information is Ms. Jimenez is aware of this warrant and hiding in Chillicothe.

Stephanie Rae Standley, 33, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Obey Judge’s Order on original class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #22LV-CR00603.  LCSO Jail Management records show Ms. Standley was arrested/incarcerated on this case November 14-18, 2022 when she was released on ROR bond.

Heather Louise Woods, 28, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original charge class D felony Endangering the Welfare of a Child Creating Substantial Risk-1st degree-1st offense-No Sexual Contact.  Bond set at $20,000 on case #21LV-CR00308-01.  Warrant lists alleged violations of probation to include: Residency, by not living at her approved home plan Employment, by failing to obtain/maintain employment or enter into any approved programs.  Reporting Directives, by twice failing to report as directed.  Reporting Directives, by failing to return to her approved home plan.  Special Conditions, by failing to obtain employment or enter into furthering education programs.  Special Conditions, by associating with known narcotics users.  Special Conditions, by failing to complete public service work.  Special Conditions, by failing to obtain/maintain employment.  LCSO Jail Management records show Ms. Woods was initially arrested/incarcerated on this case Jun 15-16, 2021 and released on ROR bond.  The court again had Ms. Woods arrested/incarcerated September 16-20, 2021 when she was again released on ROR bond.  Then again October 07-18, 2021 and again released on ROR bond.  Ms. Woods was again incarcerated on this case January 06 through February 05, 2022 when she served 50 days shock time.  Then June 11 until August 11, 2022 when Ms. Woods was taken to Dept. of Corrections for a treatment/education program.  We are once again looking for Ms. Woods.

 

Other Arrests:

January 05 about 11:30 a.m. LCSO arrested Chamen Richard Bell, 37, Blue Springs, on Livingston County arrest warrant for alleged Probation Violation on original class E felony Harassment-1st degree.  Mr. Bell was transferred to the Caldwell County Detention Center in lieu of $15,000 bond.

January 05 at 12:03 p.m. LCSO arrested Kayla Linn Jones, 29, Trenton, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Ms. Jones was transferred to the Harrison County Detention Center in lieu of $20,000 bond.

January 05 LCSO arrested John Wayne Rothwell, 54, St. Joseph, on Livingston County arrest warrant for alleged Fail to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  Mr. Rothwell was transferred to the Caldwell County Detention Center in lieu of $20,000 bond.

January 05 LCSO arrested Faren Danielle Evans, 32, Dawn, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  The Court later amended the warrant to ROR bond provided Ms. Evans follows the requirements for bond.

January 12 at 10:45 a.m. LCSO served an arrest warrant in the 300 block of JFK on Dillon Lee Potter, 26, Chillicothe, for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Mr. Potter was processed at the LEC and transferred to Caldwell County Detention Center in lieu of $20,000 bond.

January 12 at 3:57 p.m. a deputy stopped a vehicle for excessive speed and subsequently arrested the driver being Lori Ann Redell, 53, Utica, for alleged Driving While Suspended-1st offense and excessive speed.  Ms. Redell was processed at the Law Enforcement Center and released on summons.

January 14 at 11:00 p.m. a deputy made a traffic stop in the area of Third and Cherry Streets in Chillicothe.  The stop resulted in the arrest of Sarah N. Moore, 47, Princeton, for alleged Driving While Suspended/Revoked-2nd offense.  Ms. Moore was processed at the Law Enforcement Center and released on summons.

January 15 about 4:53 p.m. LCSO had responded to a call in Chula regarding a certain person who was observed by the deputy driving a pickup.  Investigation resulted in the arrest of Sarah Nicolle Moore, 47, Princeton, for the alleged Driving While Revoked.  Ms. Moore was processed at the LEC and released on summons.

January 17 at 8:27 a.m. a deputy was assigned traffic safety enforcement overtime grant project and stopped a speeding vehicle on U.S. 36.  This resulted in the arrest of two persons once being the driver, Joshua C. Uthe, 30, Winfield, for alleged No Valid Driver’s License.  The second person was the passenger Cheyenne Kay Walton, 28, Winfield for alleged felony Possession of Methamphetamine and Possession of Methamphetamine Drug Paraphernalia.  Both persons were processed at the LEC and released on summons and pending results from the crime lab.

 

Citations:

January 06 at 4:15 p.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at LIV 261.

January 06 at 11:00 p.m. a Chillicothe driver was cited for not having 2 working headlamps on a stop near Highway 190 and Highway 65.

January 10 at 12:45 p.m. a LaPlata driver was cited for 82 in a 65 on U.S. 36 near Utica.

January 10 at 2:05 p.m. a Meadville driver was cited for Failure to Register Motor Vehicle with expired July 2022 license plates.

January 10 at 2:29 p.m. a Chillicothe driver was cited for Failure to Register Motor Vehicle and required to appear in court as he has never registered the vehicle.

January 12 at 12:10 a.m. a Chillicothe driver was cited for no headlamps on motorcycle and failure to stop at stop sign/signal.

January 13 at 12:25 a.m. a Chillicothe driver was cited for failing to stop at sign/signal.

January 13 at 2:45 p.m. a Chillicothe driver was cited for a seat belt violation after being stopped for a moving violation.

January 14 at 9:50 a.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 near Mooresville.

January 14 at 7:25 p.m. a Chillicothe driver was cited for 51 in a 35 on Highway 190.

January 15 at 12:50 p.m. a Brunswick driver was cited for 84 in a 65 on U.S. 36 at LIV 255.

January 17 at 8:06 a.m. a Lenexa KS driver was cited for 81 in a 65 on U.S. 36 at Mooresville.

January 17 at 8:22 a.m. a Winfield driver was cited for No Valid Driver’s License on a stop on U.S. 36 at LIV 4068.

January 17 at 11:33 a.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 near Mooresville.

January 17 at 11:53 a.m. a Raytown driver was cited for 82 in a 65 on U.S. 36 near Mooresville.

January 19 at 10:10 a.m. a Utica driver was cited for not having auto insurance on a traffic stop on Highway 65.

January 19 at 3:00 p.m. an Ohio driver was cited for 91 in a 65 on U.S. 36 at LIV 412.

 

Additional Information:

LCSO received information of a suspicious person in the area of LIV 233 and Old Highway 190.  Multiple checks of the area led to deputy contacting the subject on the evening of January 06.  The man was lying to the deputy but nothing was found illegal.  LCSO will periodically monitor the area.

January 05 LCSO had 20 detainees appear in Livingston County Circuit Court.

January 10 LCSO transported Stephanie Brownsberger, 50, to the Missouri Department of Corrections in Vandalia.

LCSO staff has been taking several online annual required training courses.

A parked LCSO vehicle was damaged from a hit/run driver recently.  Estimates were obtained and were in the range of $3,000 in damage.  Repairs being made to the 2022 Durango.  Chillicothe PD investigated the incident.

LCSO has had multiple meetings regarding 2023 budgets for this office.

LCSO has remained busy working on various criminal and fugitive investigations.  We have shared information with several agencies and contacted other state agencies regarding issues we have been working on.

Additional security was in place for Livingston County Circuit Court on January 19 as information obtained earlier in the week included information about certain detainee(s) being combative, aggressive and not wanting to comply with law enforcement.  We had no problems in court or during transports.

LCSO has worked with and assisted multiple people with mental health issues this month.
