Livingston County Sheriff – 05/04/2023 – Public Information on Incidents, Arrests and MORE

Incident Reports:

April 12 LCSO began an investigation on alleged stalking, harassment and violation of a protection order.  Information submitted to the prosecuting attorney.

April 21 LCSO responded to a possible domestic disturbance in the 21000 block of Route D.  All persons were interviewed and no criminal violation had taken place.  Additional assistance was offered and CIT report completed.

April 27 Deputy Sheriff/School Resource Officer Mike Lewis investigated an incident at Chillicothe High School where a juvenile student was found to be in possession of intoxicating beverages and was consuming one of containers at school.  The items were seized and parent(s) notified as was juvenile officer in addition to the school administration taking proper action.

April 28 LCSO responded to the Wheeling area on a call of disturbance between two juveniles and the deputy learned one juvenile was reportedly driving extremely fast with the other juvenile in the vehicle which was scaring the other child.  Deputy spoke with all involved and involved one or more parent(s), report being submitted to the juvenile office.

April 29 a deputy was assisting the Chillicothe Police and Chillicothe Fire on a fire call.  A citizen turned over a bag of drugs which had been found nearby.

May 03 LCSO responded to a call in Utica of reported male and female screaming at each other.  Investigation shows there was only one person involved in the entire incident and no one else had been there.  A Crisis Intervention Team report was submitted.

May 03 LCSO began an investigation of alleged Endangering the Welfare of a Child.  A hotline call was made and information being submitted to the prosecuting attorney for consideration.

Arrested May 01:

Rachel L. Waldrep, 32, arrested by Grundy County authorities on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Warrant #22LV-CR00595-01 lists bond at $20,000.

Added May 04:

David Edward Buesing, 34, Raytown, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under order of Support.  Bond set at $10,000 cash on case #22LV-CR00037-01.  Warrant lists alleged violations of probation being LAWS violation(s) by being arrested April 11, 2023 by Kansas City MO Police on City Warrants and being charged with Domestic Violence Assault.  LCSO Jail Management Records show Mr. Buesing was incarcerated on this case file initially June 23 and released on ROR bond June 30, 2022.  Arrested for alleged Failure to Appear in Court on October 30, 2022 and released on probation December 22, 2022.  We are again looking for Mr. Buesing.

Stephen J. Johnson, 33, Braymer, wanted on Livingston County arrest warrant for alleged class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Bond set at $7,500 on case #23LV-CR00184.

 

Other Arrests:

April 25 at 6:04 p.m. LCSO served Livingston County arrest warrant 23LV-CR00185 on Matthew James Lowe, 41, St. Joseph for alleged class A misdemeanor Violation of a Protection Order.  Mr. Lowe was processed at the Law Enforcement Center and released on bond.

April 26 LCSO arrested Gerald Joseph Ratcliffe, 31, Dawn on Grundy County arrest warrant for alleged Failure to Appear in Court on class B misdemeanor Excessive Speed (20-25 over limit) and Failure to appear on a second warrant for alleged operating a motor vehicle without auto insurance.  Mr. Ratcliffe posted bond and was released with a new court date.

April 26 at 6:30 p.m. LCSO deputy was on 36 with call regarding a very high speed motorcycle driving dangerously east bound on U.S. 36 in eastern Caldwell County.  Deputy stopped the vehicle for the alleged 99 in a 65 and discovered the driver had no valid motorcycle license and subsequently arrested Logan Lee Haughton, 22, Chillicothe on this.  Mr. Haughton was processed at the Law Enforcement Center and released on summons.

April 27 at 4:23 p.m. LCSO arrested Austin Glen Wedlock, 23, Chula after he surrendered at the LEC on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D misdemeanor No Valid Driver’s License.  Mr. Wedlock posted the $200 bond and was released with a new court date.

April 28 LCSO extradited Dawn K. Teal, 49, Chillicothe, from the Randolph County Sheriff on Livingston County arrest warrant 23LV-CR00130 for alleged class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Ms. Teal was transferred to the Harrison County Detention Center in lieu of bond.

April 29 at 3:40 p.m. LCSO deputy stopped a vehicle for 90 in a 65 on U.S. 36 west of Wheeling and arrested Teresita Marie Killmade, 24, Orlando Florida for the alleged speeding and Driving While Suspended.  Ms. Killmade was processed at the LEC and released on summons.

April 30 at 12:55 a.m. a deputy was assisting Chillicothe PD on an assault investigation when the deputy located a witness with an outstanding warrant.  Marty Kropf, 33, Sedalia, was arrested on Cooper County arrest warrant for alleged Failure to Appear in Court on Non-Moving Traffic Offense.  Mr. Kropf was unable to post the $169 bond and was transferred to the Caldwell County Detention Center pending extradition.

 

Citations:

Recently the LCSO has assigned special traffic safety enforcement overtime projects for deputies from grant funds.  These grants are specific in hazardous moving violations enforcement and/or impaired driving.  The overtime money is reimbursed to the county from the grant funds.  Our primary goal is to reduce accidents, injuries and deaths while educating many about safer driving.  The following are only the citations issued and does not include all the stops and warnings:

April 25 at 11:40 a.m. a Missouri driver was cited for 76 in a 65 on U.S. 36 at LIV 231.

April 27 at 2:40 p.m. an Oklahoma driver was cited for 90 in a 65 on U.S. 36 near Utica.

April 27 at 3:30 p.m. a Springfield driver was cited for Failing to Register Motor Vehicle with DOR.

April 27 at 5:45 p.m. a Mexico MO driver was cited for 76 in a 65 on U.S. 36 near Utica.

April 27 at 6:45 p.m. a Foristell MO driver was cited for 80 in a 65 on U.S. 36 and LIV 251.

April 27 at 11:50 p.m. a Kansas driver was cited for 90 in a 65 on U.S. 36 at Mooresville Junction.

April 28 at 1:20 p.m. a Nebraska driver was cited for 75 in a 65 on U.S. 36 at Wheeling Junction.

April 28 at 2:30 p.m. a Nebraska driver was cited for 83 in a 65 on U.S. 36 at LIV 235.

April 28 at 6:16 p.m. a Marceline driver was cited for 80 in a 65 on U.S. 36 at Utica Junction.

April 28 at 6:50 p.m. a Kansas City driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

April 29 at 2:05 p.m. an Ohio driver was cited for 90 in a 65 on U.S. 36 near Wheeling Junction.

April 29 at 3:30 p.m. a Texas driver was cited for 81 in a 65 on U.S. 36 near Wheeling.

April 29 at 7:00 p.m. a Chillicothe driver was cited for 85 in a 65 on U.S. 36 near the Grand River.

April 30 at 9:50 a.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 at Wheeling Junction.

April 30 at 10:20 a.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 and Coon Creek.

May 01 at 4:00 p.m. an Arkansas driver was cited for 85 in a 65 on U.S. 36 at Utica.

May 01 at 7:45 p.m. a Marceline driver was cited for 80 in a 65 on U.S. 36 at Wheeling.

May 02 at 5:30 p.m. a St. Charles driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

May 02 at 5:40 p.m. a Michigan driver was cited for 83 in a 65 on U.S. 36 at Medicine Creek.

May 02 at 6:40 p.m. an Oklahoma driver was cited for 90 in a 65 on U.S. 36 at U.S. 65.

May 02 at 9:00 p.m. a Chillicothe driver was cited for 98 in a 55 on Highway 190 at LIV 233.  Citation issued and report submitted to juvenile office as the driver was 16.  As there were multiple juveniles in the vehicle, parent(s) were notified while at the scene and some arrived to pickup their child(ren).

May 02 at 10:30 p.m. a Chillicothe driver was cited for No Auto Insurance on a stop at Washington and 2nd Streets.

May 03 at 1:20 p.m. a Texas driver was cited for 81 in a 65 on U.S. 36 near Utica.

 

Additional Information:

LCSO has responded to many different calls around the county of livestock being out and on or near roadways.

May 02 LCSO Deputy working Courthouse Security notified dispatch of need for assistance as an adult male was in the courthouse creating a disturbance making it know he was going to kill people if he did not get arrested.  Chillicothe PD was first on scene and took the male into their custody and provided additional services.

May 03 LCSO had 11 detainees appear in Livingston County Associate Court for Law day.

May 04 LCSO had 18 detainees appear in Livingston County Circuit Court for Criminal Law Day.

LCSO has been involved in various activities with area schools, young people, training, criminal and fugitive investigations, and court over the last 2 weeks.

May 04 LCSO notified family in 800 block State Highway B of their dog being vicious and running loose in Wheeling along with the potential ramifications if this occurs again.

Currently LCSO has 39 people in custody.
