Livingston County Sheriff – 09/03/2021 – Incidents, MOST Wanted and MORE

Incident Reports:

August 12 LCSO took a report of property damage to a vehicle and stealing contents of that vehicle parked in parking lot on U.S. 36 at Route D.  Various items were stolen from the Honda CRV.  Investigation continues.

August 24 LCSO investigated a report of property damage in the 5000 block of LIV 245.  Victim reported finding their front screen door damaged.

August 27 about 5:09 p.m. LCSO responded to a rural address on report a young juvenile ran away from home.  The juvenile was located and spoken with and all information turned over to juvenile office.

August 28 about 9:32 p.m. LCSO responded to Dawn as a young toddler was found by a citizen wandering around Dawn.  Investigation revealed the child had accidently gotten out of a grandparent’s home nearby.

August 28 about 9:43 p.m. LCSO responded to the Chillicothe Grand River Access to assist the Conservation Agent on a request for backup.  Investigation resulted in the arrest of Jason Marc Grandstaff, 46, Polo for alleged Unlawful Possession of a Firearm and Resisting Arrest when Mr. Grandstaff reportedly attempted to flee from officers.  Mr. Grandstaff has been charged with these two alleged felony crimes in Livingston County Associate Court.  Mr. Grandstaff was released on bond August 30.

August 29 about 8:13 p.m. LCSO responded to a report of domestic violence and property damage on old highway 190.  Victim was visiting a friend when an ex-boyfriend reportedly showed up and requested she leave with him.  Suspect reportedly physically assaulted the victim then left the home and allegedly sliced tires on the victim’s vehicle before fleeing.  Daviess County authorities located the suspect for us and arrested Ryan Patrick Arnold, 38, Hamilton.  Mr. Arnold was incarcerated at DDRJ and has been charged in Livingston County Associate Court for alleged Property Damage and was released on bond August 31, 2021.  Investigation continues.

Afternoon of September 02 LCSO was in Wheeling on a criminal and fugitive investigation and located a felony fugitive.  The suspect bailed from a vehicle knowing LCSO was about to arrest him and fled into a home then slamming the door on the deputy who was following.  Entry was made and we arrested Brandon Scott Simpson, 33, on Livingston County arrest warrant for alleged Violation of Bond Conditions on original Possession of Controlled Substance with bond set at $20,000.  Mr. Simpson is also on Parole with the State of Missouri for a prior Possession of Methamphetamine conviction.  Additional charges are being sought.

 

Most Wanted Updates:

Added August 31:

Scott Alan Shannon, 34, Chillicothe wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony DWI-Persistent Offender.  Bond has been set at $20,000 on case #20LV-CR00427-01.

Shelby Bonea, 25, St. Joseph wanted on Livingston County arrest warrant for alleged Bond Violation on original class E felony Assault-3rd degree on case #21LV-CR00309.  LCSO Jail records show Ms. Bonea was first arrested on this warrant July 09, 2021 and released on bond July 14, 2021.  Warrant does not show allegation of what bond violation was.  Bond set at $10,000 cash.  Warrant issued August 25, 2021.

Added September 03:

Jeffery D. Morris, 49, Cameron, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Possession of Controlled Substance-Methamphetamine.  Bond set at $20,000 on case #20LV-CR00298-01.  LCSO Jail Management records show Mr. Morris was initially arrested on this warrant July 08 and released on bond July 09, 2020.  Arrested again on alleged Failure to Obey a Judge’s Order on December 03 and released on bond December 09, 2020.  Again arrested for alleged the Violation of Bond Conditions on July 08 and released on bond August 05, 2021.  We are now again seeking Mr. Morris.

Stacy Lynn Crist, 56, Marion Indiana, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond denied by the Court on case #20LV-CR00504-01.  LCSO Jail Management records show Ms. Crist was originally incarcerated on this case August 26 and released on bond August 31, 2020.  Ms. Crist was again arrested on this case and ordered to serve 60 days shock detention on April 06, 2021.  We are now seeking Ms. Crist on the alleged probation violation.

Joshua Andrew Davis, 20, Trenton, wanted on Livingston County arrest warrant for alleged Probation Violation on original 2 counts class D felony Forgery.  Bond set at $20,000 on case #19LV-CR00663-01.  LCSO Jail Management records show Mr. Davis was initially incarcerated on this case November 20, 2019 through February 04, 2020.  A warrant for alleged Violation of Bond Conditions on this case resulted in his incarceration May 20 through July 14, 2020.  We are now seeking Mr. Davis on this allegation.

 

Other Arrests:

August 26 at 7:58 p.m. a LCSO stopped a vehicle at Grant and North 3rd in Wheeling on traffic violation.  Stop resulted in the arrest of Ezra Alexis Eads, 54, Wheeling for alleged Driving While Revoked and Driving While Intoxicated prior offender.  Mr. Eads was processed at the Law Enforcement Center and released with summons to appear in court October 06.

August 28 about 1:32 a.m. LCSO checked a vehicle at Second and Washington Streets in Chillicothe and arrested Charles Brandon Collins, 38, Chillicothe on a Missouri Parole warrant with no bond.  Mr. Collins was reportedly uncooperative in providing his full name and identifier(s).  Mr. Collins was taken to DDRJ.

September 02 LCSO assisted Chillicothe Police in arresting Steven Burns, 35, Chillicothe on a Missouri Parole warrant.

September 03 LCSO extradited Darius Malik Singletary, 25, from Blue Springs Police on a Livingston County arrest warrant for alleged Failure to Appear in Court on Excessive Speed, bond set at $750.  Mr. Singlegtary was taken to Daviess Dekalb Regional Jail pending court appearance.

 

Citations:

Recently LCSO has assigned traffic enforcement grant overtime projects.  The deputies assigned this are paid through a traffic safety grant and focus on excessive speed, dangerous drivers and drunk/drugged drivers.  The following includes those citations but does not include all the warnings given:

August 24 at 5:45 p.m. a Kansas City driver was cited for 77 in a 65 on U.S. 36 at Medicine Creek.

August 24 at 6:15 p.m. a Meadville driver was cited for 78 in a 65 on U.S. 36 and LIV 259.

August 25 at 11:44 p.m. a Wheeling driver was cited for no auto insurance on highway B and LIV 230.

August 25 at 7:32 p.m. a Michigan driver was cited for 80 in a 65 on U.S. 36 at Route D.

August 26 at 4:34 a.m. a Mercer driver was cited for 75 in a 55 on Highway 190 at LIV 2313.

August 26 at 8:26 p.m. a Jamesport driver was cited for 60 in a 35 on Highway 190 at Hornet Drive.

August 26 at 7:55 a.m. a Chillicothe driver was cited for 79 in a 55 on Route V near LIV 222.

August 27 at 5:08 p.m. a Nebraska driver was cited for 79 in a 65 on U.S. 36 at LIV 259.

August 27 at 5:15 p.m. an Illinois driver was cited for 82 in a 65 on U.S. 36 at Liv 255.

August 27 at 5:40 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 near Wheeling.

August 27 at 5:45 p.m. a Kansas driver was cited for 81 in a 65 on U.S. 36 at Highway 65.

August 27 at 7:13 p.m. a St. Louis driver was cited for 88 in a 65 on U.S. 36 at Highway 65.

August 27 at 7:19 p.m. a Chillicothe driver was cited for Failure to Register Motor Vehicle.

August 27 at 8:18 p.m. a Clever driver was cited for 88 in a 65 on U.S. 36 at Wheeling.

August 29 at 8:50 p.m. a Dawn driver was cited for 89 in a 65 on U.S. 36 near the Grand River.

August 30 at 4:55 p.m. a Trenton driver was issued a citation for 79 in a 65 on U.S. 36 near LIV 259.

August 31 at 5:10 p.m. a Chillicothe driver was cited for 83 in a 65 on U.S. 36 at Route C.

 

Additional Information:

There are many things the LCSO is currently working on including criminal and fugitive investigations and assisting other agencies.

September 02 LCSO transferred Norman Justin Caselman, 41, to DDRJ on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on Violation of Protection Order.  MSHP located and arrested Mr. Caselman on a traffic stop, additional charges may be pending.

September 02 LCSO transferred Brandon Scott Simpson, 33, to DDRJ.

September 02 LCSO transferred Steven Burns, 35, Chillicothe and John M. Goodwin, 19, (CPD arrest) to DDRJ with each having a warrant.

September 03 LCSO has 45 people in custody at this time.
