Livingston County Sheriff 09/13/2022 – Incidents, Arrests and MORE

Incident Reports:

August 15, LCSO began an investigation of reported animal abuse and neglect east of Chillicothe.  With the cooperation of the land owner and a DVM it was determined the 30-year-old horse was in excellent condition and not being neglected.  We appreciate everyone’s assistance on this.

August 28 LCSO investigated an illegal dumping.  Investigation resulted discovering the possible owner of the illegally dumped items.  Contact was made with that person who explained he had a person and a relative clean some of his property and is uncertain why the items were discarded improperly.  Issue has been resolved and property cleaned.

August 28 LCSO assisted with a child custody dispute in Wheeling.  The matter was resolved without issue.

September 06 at 12:39 a.m. LCSO responded to a location in Dawn on a domestic assault and property damage.  Investigation shows an adult mentally disabled person had forced entry into the home during an argument and assaulted an adult relative.  Further action was taken and the suspect taken to a safe location away from the relative.  CIT report submitted to assist the family with additional services.

September 06 LCSO checked on a 911 call where the caller reported a problem at home with an argument.  It was determined the couple had a verbal argument and nothing further needed.

LCSO has remained busy working on these and other on-going criminal investigations.

 

Most Wanted Updates:

Surrendered August 26:

Laura Beth Waterman, 42, surrendered to the Law Enforcement Center on August 26, 2022 on Livingston County arrest warrant for Alleged Probation Violation on case #20LV-CR00302-01 on original class D felony Endangering the Welfare of a Child involving Drugs-1st Degree-1st Offense.  Bond set at $20,000.  Alleged probation violation is listed on warrant as violation of condition #6 for alleged testing positive for Fentanyl.

Arrested August 27 by Kirksville authorities:

Tiffany L. Midgyett, 32, wanted on Livingston County arrest warrant for alleged Failure to Obey Judge’s Order on original class D felony Tampering with Motor Vehicle-1st degree.  Bond denied by the court on case #21LV-CR00559.  The arrest warrant shows alleged issue in failing to obey Judge’s order includes at least “using illicit drugs in violation of bond conditions.”  Ms. Midgyett will be extradited and housed at Randolph County Jail.

Arrested September 04:

Independence PD arrested Jeffrey K. Gilgour, 36, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, total arrears in excess of 12 monthly payments.

Kilgore Texas PD arrested Amarieon J. Embury, 20, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original class D felony Stealing-All other property under 570.030.5(3).  Bond set at $20,000 cash on case #21LV-CR00593-01.  Extradition will take place at earliest opportunity.

September 08:

St. Louis Police arrested Kalup Woodson, 30, St. Louis on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Assault-3rd degree-Special Victim.  Ms. Woodson will be extradited at earliest opportunity.

 

Other Arrests:

August 25 at 11:40 p.m. a deputy made a stop on U.S. 65 at Highway 190 for expired license plates.  The stop resulted in the arrest of Ashley Nicole Gauthier, 42, Chillicothe for No Valid Driver’s License (expired since 2009).  Ms. Gauthier was processed at the LEC and released on summons.

August 28 at 6:36 p.m. LCSO stopped a vehicle on U.S. 36 near Highway 65 for 84 in a 65.  The stop resulted in the arrest of Samuel E. Sparks, 49, Kansas City, for alleged excessive speed and Driving While Revoked/Suspended.  Mr. Sparks was processed at the LEC and released on summons.

September 07 at 3:30 a.m. LCSO stopped a semi for traveling 84 in a 65 on U.S. 36 near Mooresville.  Investigation resulted in the arrest of Wendy Garcon, 30, Tampa Florida for alleged Operating a Commercial Motor Vehicle without a CDL and excessive speed.  Mr. Garcon was processed at the LEC and released on summons.

September 08 LCSO arrested Anessa N. Cox, 22, Brookfield during a traffic stop on U.S. 36.  Ms. Cox had an outstanding Linn County arrest warrant for alleged failing to appear in court on an original traffic offense of no financial responsibility.  Ms. Cox posted the $150 bond and was released with a new court date.

September 08 about 4:15 p.m. LCSO made a traffic stop on U.S. 36 for a vehicle traveling 86 in a 65 on U.S. 36 near Utica.  The driver was identified as Isiah Jermon Jenkins, 24, Brookfield and was subsequently arrested on an outstanding Clinton County arrest warrant for alleged violation of Judge’s orders on felony drug distribution, with no bond allowed.  Mr. Jenkins was transferred to the Clinton County Sheriff’s custody.

September 08 LCSO arrested Jared Lee Livengood, 35, Chillicothe at the request of the Court as Mr. Livengood was sentenced to the Missouri Department of Corrections on case #21LV-CR00451-01.

September 08 LCSO served Livingston County arrest warrant on Jamie Ann Glenn, 37, Kansas City for alleged 3 counts class C felony Delivery of Controlled Substance.  Bond set at $5,000 cash on case #22LV-CR00110-01.

September 08 at 11:26 p.m. a deputy checked a vehicle on U.S. 65 near Highway H at 73 in a 60.  Stop resulted in the arrest of Terri Dawn Miller, 52, Hale for alleged Driving While Revoked.  Ms. Miller was processed at the LEC and released on summons.

 

Citations:

Some of the LCSO deputies have been working traffic grant safety overtime projects.  These grants permit deputies to be paid double time for all time worked and the day time focus is on moving violations on U.S. 36, U.S. 65 and Highway 190.  Night time work is paid for from DWI safety grant project and can be for violations anywhere in the county.  Many warnings were given and these are the citations which were issued:

August 25 at 4:58 p.m. a Kirksville driver was cited for 80 in a 65 on U.S. 36 at LIV 259.

August 25 at 11:40 p.m. a Chillicothe driver was cited for No Valid Driver’s License on U.S. 65 at Highway 190.

August 26 at 1:05 a.m. a Kansas driver was cited for 85 in a 65 on U.S. 36 west of Chillicothe.

August 26 at 11:50 a.m. an Illinois driver was cited for 89 in a 65 on U.S. 36 at Mooresville.

August 26 at 1:35 p.m. a Chillicothe driver was cited for 81 in a 65 on U.S. 36 at Mooresville.

August 26 at 2:45 p.m. a St. Louis driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

August 26 at 5:00 p.m. a Union Star driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

August 27 at 10:08 p.m. a Chillicothe driver was cited for 80 in a 55 on Highway 190 at LIV 237.

August 28 3:21 a.m. a California driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

August 29 at 10:55 p.m. a Chillicothe driver was cited at Highway 65 and Highway 190 for expired 2021 license plates and no auto insurance.

September 02 at 4:20 p.m. a Macon driver was cited for Failure to Register Motor Vehicle Annually.

September 02 at 4:50 p.m. a Lees Summit driver was cited for 79 in a 65 on U.S. 36 at Liv 259.

September 02 at 5:30 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 at LIV 259.

September 02 at 5:45 p.m. a St. Joseph driver was cited for 80 in a 65 on U.S. 36 at LIV 251.

September 02 at 6:10 p.m. a Milan driver was cited for 83 in a 65 on U.S. 36 at LIV 259.

September 02 at 6:40 p.m. a Kansas driver was cited for 88 in a 65 on U.S. 36 at LIV 259.

September 07 at 3:10 a.m. a Kansas City driver was cited for 85 in a 65 on U.S. 36 at Mooresville.

September 08 at 4:15 p.m. Brookfield driver cited for 86 in a 65 on U.S. 36 near Utica.

September 08 at 8:45 p.m. a Trenton driver was cited for 55 in a 35 on Highway 190.

September 08 at 11:00 p.m. a Chillicothe driver was cited for no headlamps on Washington Street at Ryan Lane.

September 08 at 11:43 p.m. a Hamilton driver was cited for 47 in a 35.

September 09 at 1:36 a.m. a Tina driver was cited for 52 in a 35 on Washington Street near the south junction.

September 09 at 3:47 a.m. a Chillicothe driver was cited for seat belt violation.

September 10 at 9:04 p.m. an Iowa driver was cited for 63 in a 45 on Highway 65 near Highway 36.

September 11 at 6:05 p.m. a Kansas City driver was cited for 87 in a 65 on U.S. 36 at LIV 259.

 

Additional Information:

August 31 LCSO transported Quintin Bassett to the Missouri Department of Corrections in St. Joseph.

September 01, LCSO transported 3 men to the Missouri Department of Corrections in St. Joseph being:

Kody Waters, 22, Chillicothe on case #21LV-CR00522-01 Burglary, sentenced to 4 years.

Jacob McGary, 24, Chillicothe on case #21LV-CR00586-01 Burglary 2nd to attend 120 days in CODS.

William Schneiter, 61, Dawn on case #21LV-CR00232-01 Drug Possession-Methamphetamine, sentenced to 4 years.

September 02 LCSO transported Joseph Spor to the Missouri Department of Corrections in St. Joseph on a Missouri Parole warrant.

September 06 LCSO extradited Jeffrey K. Gilgour from the Jackson County Jail on Livingston County warrant for alleged felony non-support.  Mr. Gilgour was taken to the Caldwell County Jail pending Court appearance.

September 06 afternoon LCSO extradited Jeffrey Daniel Bosley, 30, from the Buchanan County Sheriff on two 2019 Livingston County arrest warrants for alleged Failure to Appear in Court on Driving While Revoked/Suspended and Failure to Appear on a Speeding Violation 16-19 over the limit.  Total bond was set at $650.  Mr. Bosley was taken to the Caldwell County Jail pending initial court appearance.

September 06 Sheriff Cox attended the E-911 meeting at Chillicothe City Hall where area information was shared.

September 06 LCSO extradited Jeffery Kenneth Gilgour, 37, from the Jackson County Jail on Livingston County arrest warrant for alleged Failure to Appear in Court on original class E felony Non-Support, total arrears in excess of 12 monthly payments.

September 08 LCSO had 13 detainees appear in Livingston County Circuit Court for mandatory court appearance.

LCSO has been extremely busy with court duties, civil and criminal process, fugitive and criminal investigations and administrative duties.

September 13 LCSO is moving two female detainees from the Grundy County Jail to the Macon County Jail on Livingston County arrest warrants.

September 13 LCSO extradited Kalup Woodson, 30, from St. Louis on Livingston County arrest warrant for alleged felony assault-special victim.

LCSO currently has 46 people in custody.
