Livingston County Sheriff 10/03/2023 – Public Information on Incidents, Arrests, and More

Incident Reports:

September 12 LCSO began investigation of a sex offender failing to register as required in Livingston County.  We have been unable to contact the suspect and a report is being submitted to the prosecuting attorney for consideration.

September 19 a registered sex offender fell victim to a phone scam where person claimed to be a deputy sheriff and required $1,000 be sent immediately through retailer cards or a violation would cause an arrest.  This was a scam and there is little to no chance of finding the identity of the caller.

September 22 at 8:45 p.m. LCSO began investigation into suicidal person allegedly with firearm(s).  Investigation shows the couple were separating and the person reported to be suicidal did not give any indications on such thought.  No evidence of harm to self or others.  CIT report completed and services offered.

September 24 LCSO investigated report of a dog bite that took place in Utica.  Information was shared with the Livingston County Health Center as required.

September 25 at 5:59 p.m. deputies responded to the 100 block of N. 5th Street in Wheeling regarding a domestic disturbance.  All persons were interviewed and no evidence of criminal violation was found.

September 27 at 6:17 p.m. LCSO responded to Mooresville where a juvenile was bitten by a neighbor’s dog.  The bite left bruising but did not appear to puncture the skin.  Information submitted to the Livingston County Health Center.

October 01 LCSO investigated report of dogs being dumped in Wheeling.  Case file shows the caller provided license plate of the vehicle which they thought may have dumped the dogs.  The driver of that vehicle was contacted and no evidence of dogs having been in the vehicle was present and that person said the dogs were already there when he pulled over to make a phone call.

 

Arrests:

September 18 deputy stopped vehicle for speeding on U.S. 65 south of Chillicothe and subsequently arrested Gage Steven Hughes, 21, Chillicothe on Caldwell County arrest warrant #22CL-Cr00333 for alleged probation violation on class C misdemeanor of Littering.  Mr. Hughes posted $500 bond at the LEC and released with new court date.

September 19 at 8:25 p.m. LCSO deputy stopped a vehicle on Fair Street after seeing a male driving who was known to the deputy as not having a valid license.  The driver, Esteban Acosta Ospina, 30, Chillicothe, was arrested for alleged Driving While Revoked and released after processing at the LEC.

September 20 at 9:55 a.m. LCSO arrested Tyler James Ray Sheeler, 30, Chillicothe at the Livingston County Courthouse on Livingston County warrant #23LV-CR00251 for alleged Failure to Obey a Judge’s Order on class D felony Possession of Controlled Substance.  Mr. Sheeler was transferred to the Caldwell County Detention Center in lieu of bond.

September 21 at 3:43 a.m. deputy stopped a vehicle for 81 in a 65 on U.S. 36 and subsequently arrested Nicholas Martin-Gaspar, 30, Texas for alleged Driving Without a Valid Driver’s License and Excessive Speed.  Suspect was processed at the LEC and released.

September 21 at 3:18 p.m. LCSO arrested William Russell Helm Jr., 47, in the 500 block of Grandview on Livingston County arrest warrant #23LV-CR00431 for alleged felony Fail to Register as a Sex Offender.  Mr. Helm was processed at the LEC and released on bond.

September 21 at 4:35 p.m. chief deputy stopped vehicle for 80 in a 65 on U.S. 36 near LIV 259, stop resulted in the arrest of Cameron Anthony Boomer, 19, Independence for alleged Operating Motor Vehicle Without a Valid Driver’s License, Expired December 2022 license plate, No Auto Insurance, and for 80 in a 65.  Mr. Boomer was processed at the LEC and released on summons.

September 22 at 12:28 a.m. deputy stopped a vehicle for tail lamp out and expired license plate and stop led to the arrest of Claude Eugene Mathews 4th, 31, Chillicothe for alleged No Valid Driver’s License and No Auto Insurance -2nd offense.  Mr. Mathews was processed at the LEC and released on summons.

September 27 LCSO arrested Gary Alvin Johnson, 64, Chillicothe on Livingston County arrest warrant 23LV-CR00276 for alleged Failure to Obey a Judge’s Order on class D felony Possession of Controlled Substance.  Mr. Johnson was later transferred to Caldwell County Detention Center.

September 30 at 5:30 p.m. deputy stopped speeding motorcycle on U.S. 36 and LIV 255 and subsequently arrested Travis J. Vanoverbeke, 48, South Dakota for 91 in a 65.  Mr. Vanoverbeke was processed and released with summons after posting $250 bond.

September 30 at 9:45 p.m. deputy stopped a vehicle on U.S. 36 near LIV 255 for 85 in a 65 and stop resulted in arrest of Abner Marquez, 19, Omaha NE for the speeding and No Valid Driver’s License.  Mr. Marquez was processed at the LEC and released on summons.

October 02 at 12:05 a.m. deputy stopped vehicle near Polk and Fair Streets as the license plate did not check to the vehicle.  Investigation resulted in the arrest of Marquay R. Marshall, 28, Chillicothe for alleged No Valid Driver’s License and Display/Possess License Plates of Another Person.  The plates were seized and the vehicle towed as Mr. Marshall was taken to the Law Enforcement Center for processing and released on summons.

 

Citations:

September 19 at 6:20 p.m. a Mooresville driver was stopped on U.S. 36 near LIV 415 for 78 in a 65 and issued citations for speeding and expired driver’s license.

September 20 at 4:00 a.m. an Ohio driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

September 21 at 5:30 a.m. a Missouri driver was cited for 74 in a 55 on Highway 190 and LIV 235.

September 22 at 12:55 p.m. a Chillicothe driver was cited for no auto insurance during a stop at Highway 190 and LIV 233.

September 22 at 3:02 a.m. a Michigan driver was cited for 84 in a 65 on U.S. 36 and LIV 255.

September 22 at 5:00 a.m. a California driver was cited for 87 in a 65 on U.S. 36 and LIV 257.

September 27 at 2:45 p.m. a Kansas City driver was cited for 79 in a 65 and warned for following too close and lane violation.

September 30 at 6:30 p.m. a Missouri driver was cited for 81 in a 65 on U.S. 36 and LIV 255.

October 01 at 9:10 p.m. a Wheeling resident was cited for 49 in a 25 in down town Wheeling.

 

Additional Information:

September 13 LCSO picked up two female detainees at the Missouri Department of Corrections in Vandalia and transported them to the Daviess Dekalb Regional Jail.  Mary Green was picked up on Livingston County arrest warrant for alleged Probation Violation on Tampering with Motor Vehicle charge.  Felicia Martin was picked up on a writ to appear in court on a felony Harassment allegation.

September 15, 16, and 17 was an extremely slow weekend for the LCSO.  We were able to serve a few papers, conduct many property and business checks and were summoned to assist Carroll County Sheriff on a Domestic Violence incident in Hale.

Deputy Jennifer Plummer was given the honor to lead the Chula Parade recently.

September 21 LCSO transported Kimberly Brandes, Felicia Martin and Tamashya Foster to the Missouri Department of Corrections in Vandalia.  We are billing the State of Missouri for $471.05 in cost recoupment.

Several days last week the LCSO was busy guarding a detainee 24 hours a day in a Kansas City area hospital.

LCSO has remained vigilant on investigating criminal cases and fugitive information in addition to assisting multiple other agencies with variety of issue and assisted multiple motorists and people on the roads.

LCSO averaged 41 detainees in custody per day over the last quarter.

Currently the LCSO has 39 detainees in custody.
