Livingston County Sheriff 11/08/2021 – Incidents, Most Wanted Updates, Arrests and MORE

Incident Reports:

October 27 LCSO prepared incident reports seeking criminal charge on 2 separate adult males for allegedly failing to appear in court on felony charge of Possession of Controlled Substance.  Reports being submitted to prosecuting attorney for consideration.

October 27 LCSO prepared incident report seeking criminal charge on adult female for allegedly failing to appear in court on original felony Driving While Revoked/Suspended case.  Report being submitted to prosecuting attorney for consideration.

October 28 LCSO deputy was handling bailiff duty in the courthouse and noticed an adult male had littered in the courtroom with his mask and packaging instead of placing it in a trash can like everyone else.   The report is being submitted to the prosecuting attorney for consideration.

October 28 at 11:50 p.m. LCSO intervened on a potential suicidal person in Chillicothe and received assistance from Chillicothe Police and Chillicothe Department of Emergency Services.  Person was transported to HMC for treatment and intervention services.

October 31 about 11:04 p.m. LCSO was dispatched to a call of domestic disturbance in the 400 block of N. 4th Street in Wheeling.  Investigation determined that no criminal violation took place, alcohol may have been a contributing factor and the parties separated for the evening.

October 31 night Deputy Nicholas Leadbetter and K-9 Zaki were leaving the sheriffs side of the Law Enforcement Center (LEC).  Deputy Leadbetter observe a person wearing a ghillie suit acting very strange near the LEC.  The deputy checked this person and learned he was planning on hiding next to the LEC for the purpose of scaring a police officer.  The adult male has a history of disliking the police department and being aggressive when consuming alcohol and/or drugs.  The man kept trying to get to Zaki even when instructed multiple times not to approach the K-9 and to cease what he was doing.  The male communicated something about not being worried as the police cannot shoot well.  The man again approached Deputy Leadbetter and was attempting to get to K-9 Zaki.  The man refused to comply with commands and was taken into custody for 12-hour self-protection due to his level of intoxication.  The male was transferred to DDRJ.  We are subm itting incident report to the prosecuting attorney for consideration.

November 01 LCSO began an investigation of alleged domestic assault in the 7,000 block of LIV 239.  Several people were interviewed and investigation is continuing.  Both people have separated and the report will be completed and submitted to the prosecuting attorney for consideration.

November 02 at 12:49 a.m. LCSO responded to a location near Mooresville regarding a report of domestic disturbance taking place.  Investigation shows there no criminal violation had occurred and one person was having medical issued and trouble understanding things which needed to be done.

November 03, Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding an assault which reportedly took place on CHS property.  Both students are juveniles, school officials and parents/guardians are aware of the incident and report being submitted to the juvenile office.

November 04 early morning started the LCSO on investigating multiple crimes in or near Utica.  First was report of one vehicle crash just west of Utica Junction on north side of 36.  Person claiming to be owner arrived on scene and told deputy this was their vehicle and had been stolen previous night from location in Chillicothe.  Vehicle recovery revealed the vehicle had been used in theft of a generator from a nearby business in Utica.  Vehicle and property were seized for further investigation and later that day we learned of a nearby home that had been burglarized.  All these issues and other are still under investigation.

November 07 LCSO completed an incident report as a citizen is actively avoiding legal service of a subpoena on a criminal case.  Various acts by the person show she is actively and physically avoiding law enforcement serving the process and using at least one other person to aid in this activity.  Report being submitted to the prosecuting attorney for consideration.

LCSO has completed an investigation of harassment.  The victim reported the suspect was using multiple tactics to harass and disturb the peace of the victim.  Case is being filed.

 

Most Wanted Updates:

November 02 added:

Joshua Steven Knouse, 31, Wheeling, wanted on Livingston County arrest warrant for alleged class E felony of Failure to Appear in Court on a Felony.  Bond set at $2,500 on case #21LV-CR00549.

November 03 added:

Gina E. Elam, 34, Chillicothe wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original 2 counts class A misdemeanor Non-Support.  Bond set at $500 on case #21LV-CR00435.

Steven Lee Munson Jr., 45, Letts Iowa, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Driving While Revoked/Suspended.  Bond denied by the court on probation violation allegations of violating a no contact order and failing to report as directed.

Tony Lee Cashatt, 56, Chillicothe, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $20,000 on case #20LV-CR00608-01.  Last known address of 1020 S. Washington, Chillicothe.

William Deonte’ Cooper, 41, Macon, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Bond set at $20,000 cash on case #20LV-CR00119-01.  Warrant shows alleged probation violation due to being charged in Boone County (21BA-CR02487) and failing to appear in Court on August 05, 2021.

Added November 05:

Thomas Edward Coons, 30, Chillicothe, wanted on Livingston County arrest warrant for alleged 2 counts class B felony Child Molestation-2nd Degree-Child Less Than 12 Years of Age, Unclassified Felony of Enticement or Attempted Enticement of a Child (Actor 21 years of age or older and child less than 15 years of age, and class D felony Tamper or Attempt to Tamper with Victim in Felony Prosecution.  Bond denied by the Court on case # 21LV-CR00554 and last known address of 1020 S. Washington, Chillicothe.

Arrested November 05:

Nicholas A. Shipley, 36, Chillicothe, by Chillicothe PD on Livingston County arrest warrant for alleged Failure to Appear in Court on class E felony Non-Support, Total Arrears in Excess of 12 Monthly Payments due under Court order.  Mr. Shipley posted bond and was released with a new court date.

 

Other Arrests:

November 03 at 10:13 a.m. LCSO arrested Karla Ann Knouse, 53, Wheeling on 3 City of Chillicothe Municipal arrest warrants for alleged Failure to Appear in Court for ordinance violation Failing to Have Auto Insurance, Failure to Appear in Court for ordinance violatin of changing lanes when movement could not be safely made, and Failure to Appear in Court for ordinance violation Fail to Register Motor Vehicle.  Ms. Knouse was released on bond with a new court date.

November 03 at 1:18 p.m. LCSO arrested Mercedeze Shyanne Norris, 19, Chillicothe in the 100 block of E. Jackson Street on Livingston County arrest warrant for alleged class A misdemeanor Domestic Assault-4th degree and class B misdemeanor Property Damage-2nd degree.  Ms. Norris was taken to DDRJ in lieu of $1,500 bond.

 

Citations:

October 28 at 4:25 p.m. LCSO checked an eastbound vehicle on U.S. 36 at LIV 405 at 100 in a 65.  The speeding vehicle was flying past and through heavy traffic on 36.  The Colorado driver was stopped and advised he was headed to Illinois.  The driver was cited for Careless and Imprudent Driving by Failure to Use Due Care of 100 in a 65.

October 31 at 10:40 a.m. a Kansas City driver was cited for 85 in a 65 on U.S. 36 at LIV 269.

November 06 at 11:48 a.m. a Fulton driver was cited for 81 in a 60 on U.S. 65 at Chula Junction.

November 06 at 12:11 p.m. a Utica driver was cited for Failure to Register Motor Vehicle.

November 08 at 4:15 a.m. a Kansas City driver was cited for 88 in a 65 on U.S. 36 near Utica.

 

Additional Information:

LCSO is continuing to work multiple on-going criminal cases, fugitive apprehension and assisting other agencies on various crimes.

LCSO and other agencies have responded to multiple calls recently of vehicles, including semi-tractor trailers going the wrong direction on U.S. 36.  Fortunately no accidents have resulted on these recent calls.

LCSO notified authorities in Haltom City, Texas of a fugitives reported location and they arrested Harley Eugene Traister, 46, on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  The alleged violation of the Judge’s order listed on the warrant shows violation of bond condition #5, by using methamphetamine.  LCSO is in process of extraditing Mr. Traister back to Missouri.

November 03 LCSO extradited Cheyenne Nicole Church, 36, from the Jackson County Detention Center on a Livingston County arrest warrant for alleged Failure to Appear in Court on class D felony Possession of Controlled Substance.  Ms. Church was transferred to Daviess Dekalb Regional Jail in lieu of $7,500 bond.

November 05 LCSO assisted the Juvenile Office in transporting a juvenile to a juvenile detention center.

LCSO currently has 45 people in custody.

LCSO has been on various animal calls from cattle being out, dogs lost/found, and dead or injured deer in the roadway.

LCSO has assisted several stranded motorists lately.

Reminder the next few weeks we will a great deal of deer activity and higher risks to motorists.
