Livingston County Sheriff –  11/16/2022 – Incidents, Arrests, and MORE Public Information

Incident Reports:

October 29 LCSO took a report of a pair of used tires/rims stolen from a location in Dawn with a value of $100.  A suspect was identified and interviewed.  The investigation has been completed and being submitted to the prosecuting attorney for consideration.

October 30 LCSO responded to a location in the western part of Livingston County on a reported unattended death of an elderly person.  By Missouri statute the LCSO pronounced death and conducted the investigation as the coroner was unavailable.  Funeral home assisted in removing and caring for the body.  Our thoughts and prayers remain with the family and loved ones.  Preliminary investigation suggests the person passed from natural causes.

November 02 LCSO began an investigation on theft of sports equipment from a building at Southwest School.  Property was valued at $2,542 dollars.  Investigation is continuing at this time.

November 03 LCSO was able to complete a littering investigation and issued the 3rd person a littering citation for allegedly dumping a large volume of trash west of Chillicothe.

November 05 at 4:26 p.m. LCSO responded to a domestic disturbance and property damage involving a juvenile.  The parent/guardian of the juvenile was home and the deputy found the juvenile outside the home.  The juvenile was apparently mad over demanding information from the parent/guardians phone and instead of talking decided to take the phone.  The juvenile reportedly punched a hole in an interior door.  Juvenile office and mental health advised of current issue.

LCSO has completed an investigation of people allegedly stealing year tabs from license plates on vehicles.  Two suspects have been identified and information is being submitted to the prosecuting attorney for consideration of charges.

November 09 at 9:00 a.m. LCSO began investigation of alleged Child Abuse in the Ludlow area.  The investigation was conducted with the Division of Family Services and multiple interviews have taken place.  Investigation is continuing at this time.

November 10 at 6:00 a.m. LCSO was dispatched to a rural residence regarding a suicidal person.  Investigation shows an adult in the home actively attempted to hang themselves and the spouse found the person in time and was successfully able to intervene.  The person was taken to an emergency room.  Additional services were provided and a CIT report submitted.  Our prayers remain with the family.

November 11 at 1:32 p.m. LCSO responded to a location in Dawn for a reported disturbance.  One adult was believed to be intoxicated and had been arguing with a juvenile.  The juvenile ultimately left with a parent who soon called dispatch for help as the juvenile was attempting to jump from the parents’ vehicle going down the highway.  The deputy then took the juvenile into custody and contacted the juvenile office who is now involved.  The juvenile was later released to a parent.  Report generated on the incident with investigation continuing.

 

Most Wanted Updates:

Arrested November 04 by LCSO:  Tye Joseph Evans, 34, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance with bond set at $20,000 on case #21LV-CR00427-01.  LCSO Jail Management records shows Mr. Evans was initially incarcerated on this case August 22-30, 2021 and released on ROR bond.  A warrant was again issued and Mr. Evans was in our custody 9-18 through 12-30, 2021 on this case and sent to DOC for a treatment program.  Warrant lists alleged probation violations as 1.  DRUGS, by testing positive for methamphetamine and amphetamine. 2.  ASSOCIATION, by being in the company of a specific convicted felon.  Mr. Evans was processed at the LEC and transported to the Caldwell County Detention Center.

Arrested November 08 in Chariton County, Missouri:  Johnnie Wayne Horton, 43, on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant lists alleged probation violations include condition #6 DRUGS, for allegedly using methamphetamine, and condition #8, REPORTING, for allegedly failing to report to his Probation Officer on 06-28-2022.  Bond set at $20,000 on case #21LV-CR00348-01.  LCSO Jail Management Records show Mr. Horton was initially incarcerated on this case September 14 and released September 15, 2021 on ROR bond.  Mr. Horton has been on Most Wanted since July 22, 2022.

Arrested November 08 by Independence Police:  Sabrina L. Delozier, 25, on Livingston County arrest warrant for alleged Failure to Appear in Court on original 2 counts class D felony Possession of Controlled Substance.  Bond set at $20,000 cash on case #22LV-CR00267-01.  LCSO Jail Management records shows Ms. Delozier was initially arrested on this May 15 and released on ROR bond August 03, 2022.   Ms. Delozier had been on Most Wanted since September 14, 2022.

Arrested November 09 in Lincoln County, New Mexico:  Roger A. Harper, 43, on Livingston County arrest warrants for alleged class D felony Stealing $750 or more on case #21LV-CR00016-01 with bond set at $20,000 and Failure to Appear in Court on class D felony Stealing $750 or More on case #22LV-CR00140 with bond set at $10,000.  Extradition will take place at first opportunity.  Mr. Harper has been on Most Wanted since May 04, 2022.

Arrested November 10 in Macon County, Missouri:  Victoria Renee Libeer, 41, on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class E felony of Harassment-1st degree.  Bond denied by the court on case #21LV-CR00332.  LCSO Jail Management records show Ms. Libeer was incarcerated on this case number July 06 and released July 12, 2021 and failed to see her bond supervision officer as required by the court.  Ms. Libeer has been on Most Wanted since July 27, 2021.

Arrested November 13 by authorities in Benton County, Missouri:  Amber L. Wyse, 36, on Livingston County arrest warrant for alleged Probation Violation on original class C felony Delivery of Controlled Substance.  Bond set at $20,000 on case #20LV-CR00469-01.  Arrest warrant shows alleged probation violations include Condition #1:  Laws for allegedly committing felony offenses of Tampering with Motor Vehicle and Possession of Controlled Substance.  Condition #5 by Association.  Condition #6 Drugs for allegedly being in Possession of a certain Controlled Substance.  Ms. Wyse will be extradited at earliest opportunity.

Added November 15:

Christopher Colby Donnell, 31, Concordia, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on 2 counts class E felony of Harassment-1st degree.  Bond set at $7,500 cash on case #22LV-CR00345.  LCSO Jail Management records show Mr. Donnell was originally incarcerated on this warrant August 13-19, 2022 when he was released on ROR bond.

Joshua Paul Todd, 40, Tennessee, wanted on Livingston County arrest warrants for Alleged Failure to Appear in Court on original class E felony DWI-Persistent Offender.  Bond denied on case #22LV-CR00096.  A second warrant for alleged crime of Failure to Appear in Court-Felony, class E violation, bond denied on case #22LV-CR00190.  LCSO Jail Management records show Mr. Todd was initially arrested/incarcerated on case #22LV-CR00096 on February 17-March 08, 2022 when he was released on bond.  We then had to extradite Mr. Todd from out of state after allegedly failing to appear back on November 17-20, 2022 when he was then released on ROR bond.

Eunice L. Caselman, 47, Hale, wanted on Livingston County arrest warrant for alleged Violation of Bond Conditions on original allegations class D felony Possession of Controlled Substance and class A misdemeanor DWI-Person less than 17 years of age in vehicle.  Bond set at $20,000 on case #22LV-CR00237-01.  LCSO Jail Management records show Ms. Caselman was initially arrested/incarcerated on this case May 01-02, 2022 when she was released on ROR bond.  A Failure to Appear warrant was issued and Ms. Caselman was arrested/incarcerated June 30-July 01, 2022 and released on ROR bond.  A Failure to Obey a Judge’s Order warrant was issued for Ms. Caselman and she was arrested/incarcerated July 05 through October 06, 2022 when she was again released on ROR bond.

Joshua Steven Knouse, 34, Macon, wanted on Livingston County arrest warrant for alleged Probation Violation on original class E felony Failure to Appear-Felony.  Bond set at $20,000 on case #21LV-CR00549-01.  Warrant lists alleged probation violation(s) are Condition #1, LAWS, by being arrested and charged with Unlawful Possession of Drug Paraphernalia and Condition #7, WEAPONS, by being in possession of a machete and multiple knives.  LCSO Jail Management records shows Mr. Knouse was last arrested/incarcerated on this case February 10 through March 24, 2022 when he was released on ROR bond.

Anthony M. Rounkles, 32, Hale, wanted on Livingston County arrest warrant for Alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  Bond set at $20,000 on case #22LV-CR00410.  LCSO Jail Management records show Mr. Rounkles was arrested/incarcerated on this case September 28 through October 19, 2022 when he was released on ROR bond.

Craig Austin Troester, 24, Spickard, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Possession of Controlled Substance.  Bond set at $20,000 on case #22LV-CR00139-01.

 

Other Arrests:

November 01 LCSO extradited Shelbi Lynn Shira, 30, from Hamilton PD on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Stealing-$750 or more.  Ms. Shira was transferred to the Harrison County Detention Center in lieu of bond.

November 03 LCSO arrested Steven Robert McCann, 37, on 2 Chillicothe Municipal arrest warrants, one being for alleged Failure to Appear on original DWI and the second for failure to appear on Expired Plates.  Total bond was $337.00.

November 03 at 1:51 p.m. LCSO arrested Adam Daniel Caudill, 36, on Livingston County arrest warrant for alleged class D felony of Stealing-$750 or more.  Mr. Caudill was transferred to Caldwell County Detention Center in lieu of bond.

November 03 at 10:00 a.m. LCSO arrested Joel Tracy Kellison, 46, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Kellison was transferred to Caldwell County Detention Center in lieu of bond.

November 03 at 2:48 p.m. LCSO arrested Bryan Curtis Fallin, 38, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Mr. Fallin was transferred to Caldwell County Detention Center in lieu of bond.

November 04 LCSO served a Livingston County arrest warrant on Tracy Lee Englert, 49, Chillicothe, when he surrendered with his attorney to the LEC on allegation of class D felony Possession of Controlled Substance-Methamphetamine.  Mr. Englert posted $10,000 bond and was released with a court date.

November 12 LCSO assisted the Conservation Agent on a stop on Litton Road and LIV 230.  The investigation resulted in the arrest of Tyler Lucas Carpenter, 28, Laredo for alleged DWI.  Mr. Carpenter was processed at the Law Enforcement Center and released on summons.

 

Citations:

November 06 at 10:37 a.m. a Peculiar driver was cited for 82 in a 65 on U.S. 36 near Utica.

November 06 at 12:00 p.m. a Las Vegas driver was cited for 86 in a 65 on U.S. 36 at Liv 403.

November 06 at 1:35 p.m. an Indiana driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

November 06 at 2:11 p.m. a Kansas City driver was cited for 83 in a 65 on U.S. 36 at Mooresville.

November 13 at 2:20 p.m. a South Dakota driver was cited for 89 in a 65 on U.S. 36 at LIV 251.

November 14 at 11:40 a.m. a Sheridan driver was cited for Failure to Register Motor Vehicle with DOR on a stop at Highway 190 and Route Y.

November 14 had an abandoned vehicle towed from Route K and LIV 261.

 

Additional Information:

November 12 we removed one of our registered sex offenders from our listing as he moved to Alaska.

LCSO has been involved in assisting other agencies from around the state recently.  Some incidents involved helping a greater Kansas City area agency determine if a vehicle and/or license plate was stolen from our area.  Another involved assisting an out of county agency and juvenile office with a juvenile and peace disturbance matter.

We have transferred one of our detainees to the Division of Mental Health on Court order(s).

LCSO has assisted several motorist involved in vehicle-deer crashes, stranded motorists, and helped the MSHP on accidents and other traffic/highway issues.

LCSO currently has 49 people in custody, with 18 of those being female detainees.
