Livingston County Sheriff Activity Report 7/30/21

 

Incident Reports:

July 25 at 8:29 a.m. LCSO began theft investigation from the 1000 block of LIV 418.  Unknown person(s) removed a power tool from the bed of a parked pickup.  Investigation continues.

July 26 at 12:48 a.m. a deputy made a vehicle stop in Chillicothe for traffic violation and found the juvenile driver did not have a valid license.  The passenger in the car was also a juvenile and the odor of drug(s) was present.  A probable cause search of the vehicle resulted in the seizure of drug distribution equipment, marijuana and THC wax containers.  The driver was cited for no valid driver’s license and reports are being submitted to the Juvenile Office for consideration.

LCSO has been conducting an in-depth embezzlement case in Livingston County where allegations suggest the suspect has stolen well over $20,000.  Various financial records have been obtained and reviewed.  Charges are anticipated in the near future as the investigation is continuing.

July 28 LCSO responded to report of domestic assault in the Dawn Apartments.  Officers found two people having a verbal argument and the male had destroyed a closet door.  No actual assault took place and no arrests were made as the couple was separating for the night.

This week LCSO had made several attempts this week to serve an adult female an eviction notice in the rural Wheeling area and the female had been refusing to answer the door for the officers as she was aware she was going to be served the eviction notice.  On July 28 about 7:30 p.m. a deputy saw the person to be served driving and noted the vehicle sped up and quickly parked at the home with the driver fleeing the vehicle before the deputy could contact her.  The male home owner reported the woman had not come into the home and upon checking saw the woman hiding in tall grass but she fled before the deputy could get to that location.  The woman ended up in the home and the home owner who is also a resident allowed the deputy into the home where she attempted to hide from the officer was ultimately served the process.  The woman may have misused 911 in calling in later to complain about the paper service.  A short while later deputies were sent to the same home as the female was allegedly causing a disturbance in the home.  The woman came to the LCSO on July 29 to complain about the situation but left when asked for her statement.  The woman claimed she cannot be evicted as she used to be romantically involved with the male home owner. Incident is being reviewed and a referral will be made for certain services.

LCSO has various on-going criminal and fugitive investigations taking place.

Johnnie Wayne Horton, 42, Chillicothe, wanted on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $10,000 on case #21LV-CR00348.

Victoria Renee Libeer, 39, Brookfield, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Harassment-1st degree.  Bond denied by the Court on case #21LV-CR00332.

Jeffrey Alan Piearcy, 56, Chillicothe, wanted on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance-Methamphetamine.  Bond set at $20,000 on case #20LV-CR00306-01.

Bradley S. Stubbs, 33, Springfield, wanted on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony Non-Support, Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.

Sasha Marie Campos, 41, possibly in Hale, wanted on Livingston County arrest warrant for alleged Bond Violation on original class D felony Possession of Controlled Substance-Methamphetamine.  Bond set at $10,000 on case #21LV-CR00096.

Norman Justin Caselman, 41, Hale, wanted on Livingston County arrest warrant for alleged class E felony Violation or Order of Protection for Adult-2nd Offense.  Bond set at $25,000 on case #21LV-CR00368.

Justin Ray Winfrey, 34, Rich Hill, wanted on Livingston County arrest warrant for alleged Bond Violation on original class D felony Tampering with Motor Vehicle-1st Degree.  Bond set at $20,000 on case #21LV-CR00266-01.

 

Other Arrests:

July 23 at 3:25 p.m. LCSO arrested Stanley Dean Depee, 80, Chillicothe, on Livingston County arrest warrant for alleged Failure to Appear in Court on original citation for no proof of auto insurance.  Mr. Depee was released on bond with a new court date.

July 28 LCSO arrested Edwin F. Gordy IV, 36, Trenton on 2 Livingston County arrest warrants with 1 being for alleged class D misdemeanor Possession of Drug Paraphernalia and the other for alleged class E felony Driving While Revoked/Suspended.

July 28 at 5:31 a.m. LCSO deputy was working radar on Highway 190 as we have had complaints of some extremely fast driving in the early morning hours.  The deputy checked a vehicle at 92 in a 55 which traffic stop resulted in the arrest of Elijah Michael Jonassen, 29, Gallatin, for the alleged speeding violation.  Mr. Jonassen posted the required bond and was released with a summons from the Law Enforcement Center.

July 30 at 1:45 a.m. a deputy stopped a speeding vehicle on U.S. 36 for 80 in a 65 and subsequently arrested Ryan Leroy Byrom, 32, Ray Town, was arrested for the alleged speeding violation and Driving While Suspended 2nd-3rd offense.  Mr. Byrom was processed and released on summons at the Law Enforcement Center.

 

Citations:

LCSO has conducted several Traffic Enforcement Overtime projects where a deputy is paid overtime from a Traffic Safety grant to work our major roadways stopping vehicles primarily for speeding, aggressive driving, careless driving and drunk/drugged driving violations.  Many of these citations are from those stops but this report does not include the numerous warnings issued:

July 20 at 4:39 p.m. an Ohio driver was cited for 89 in a 65 on U.S. 36 at LIV 255.

July 20 at 5:50 p.m. a St. Joseph driver was cited for 78 in a 65, Failure to Register Motor Vehicle with DOR and Operating Motor Vehicle Without a Valid Drivers License on U.S. 36 near Wheeling.

July 20 at 6:05 p.m. a St. Joseph driver was cited for Possession of Drug Paraphernalia on U.S. 36 near Wheeling.

July 21 at 3:00 p.m. a Pennsylvania driver was cited for 81 in a 65 on U.S. 36 at Mitchell Road.

July 23 at 5:10 p.m. a Michigan driver cited for 81 in a 65 on U.S. 36 near Wheeling.

July 23 at 6:45 p.m. an Indiana driver cited for 80 in a 65 on U.S. 36 at Mooresville.

July 23 at 6:56 p.m. an Overland Park driver was cited for 81 in a 65 on U.S. 36 near Mitchell Road.

July 24 at 10:30 a.m. a Texas driver was cited for 89 in a 65 on U.S. 36 at Wheeling.

July 24 at 2:50 p.m. a Chillicothe driver was cited for 65 in a 45 on Highway H in Avalon.

July 25 at 9:30 a.m. an Illinois driver was cited for 88 in a 65 on U.S. 36 near Mooresville.

July 25 at 1:35 p.m. a Michigan driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

July 25 at 2:25 p.m. a Gallatin driver was cited for Following Too Close to another vehicle on U.S. 36 at Highway D.

July 25 at 3:30 p.m. a Liberty driver was cited for 80 in a 65 on U.S. 36 near Utica.

July 26 at 4:38 p.m. a Chicago driver was cited for 89 in a 65 on U.S. 36 at LIV 259.

July 27 at 5:20 p.m. a Kansas City driver was cited for 84 in a 65 on U.S. 36 near Mooresville.

July 27 at 6:05 p.m. a Chillicothe driver was cited for 83 in a 65 on U.S. 36 near Grand River.

 

Additional Information:

July 27 LCSO was busy helping the Missouri State Highway Patrol and Chillicothe Department of Emergency Services with a traffic crash on U.S. 65 south of Route JJ.  Two persons were injured and MSHP arrested the driver for alleged DWI under Drugs.  We subsequently transported that person to the Daviess Dekalb Regional Jail.

July 28 LCSO picked up a male detainee from the Grundy County Jail for mandatory court appearance in Livingston County and then returned the man to the Grundy County Jail.

July 28 LCSO transported two detainees taken into custody in Court to the Daviess Dekalb Regional Jail.

LCSO has been providing criminal information to various other agencies with on-going investigations.

LCSO staff has remained busy working on our current criminal investigations, fugitive investigations and court process.

July 29 LCSO assisted the Missouri State Highway Patrol on a traffic crash on LIV 230.

Morning of July 30 LCSO assisted Chillicothe PD, Missouri State Highway Patrol and Chillicothe Department of Emergency Services on an injury accident on E. Polk where a motorcyclist was struck and injured.  MSHP arrested the driver of the other vehicle for alleged DWI and LCSO transported that person to the Daviess Dekalb Regional Jail pending formal charges.

Currently the LCSO has 31 detainees in custody.
