Livingston County Sheriff’s 01/26/2022 – Incidents, Arrests and MORE Information

Incident Reports:

December 30 LCSO began investigation of identity theft/fraud where a rural couple had their accounts hacked and money was being transferred.  Investigation continues.

January 11 LCSO assisted Chillicothe PD with processing a recovered stolen vehicle.  Evidence from the processing was seized as evidence and the investigation is continuing.

January 16 at 9:55 a.m. LCSO and EMS were dispatched to an address in Wheeling for an unresponsive person.  Emergency medical efforts were performed but the person was deceased.  Preliminary investigation suggests natural causes.  The coroner’s office was summoned to the scene.  Our thoughts and prayers remain with the family and friends.

January 17 LCSO began investigation on Tampering with Motor Vehicle in the 15000 block of LIV 243 as unknown person stole the catalytic converter from a dodge ram pickup.  Investigation continues.

January 19 LCSO began investigation on a business vehicle where some criminal tampered with another motor vehicle and stole the catalytic converter.  This crime is suspected to be related to the above incident and other similar thefts in the recent past.  Investigation continues.

January 19 LCSO completed an investigation of domestic assault and possible child abuse from January 08.  Child Advocacy Center has interviewed one or more children on this case and that information was reviewed by LCSO.  Additional information being submitted to prosecutor Adam Warren for consideration.

January 21 at 9:30 a.m. LCSO responded to a death at a rural residence.  Preliminary investigation suggests the adult male passed from illness and/or natural causes.  The coroner’s office was notified.  Our thoughts and prayers remain with the family and friends.

January 21 about 3:47 p.m. LCSO responded to an unattended death call.  The preliminary investigation was completed and the coroner’s office was notified.  Our thoughts and prayers remain with the family and friends.

An investigation by the LCSO on alleged Enticement of a Child has resulted in an arrest warrant being issued for Timothy David Marles II, 24.  Mr. Marles was extradited from the Linn County Sheriff and taken to DDRJ.

Evening of January 25 LCSO responded to residence in the Mooresville area reporting an unwanted person having entered their home without permission and stole some alcoholic beverage(s).  Investigation resulted in the arrest of Cerrina Collette Anders, 29, homeless, for alleged burglary and stealing.  Ms. Anders was processed at the LEC and transported to DDRJ pending filing of formal charge(s).

LCSO has completed multiple investigations between two adults who allegedly cannot respect court ordered ex-parte full orders of protection.  We are submitting requests for multiple protection order violations on both suspects and an assault charge request on one of the suspects.  An additional investigation remains open where at least one assault had reportedly taken place.

LCSO continues working with multiple agencies with criminal information, attempting to recover stolen property, and fugitive information.

 

Most Wanted Updates:

Arrested January 19:

Justin Ray Winfrey, 34, Rich Hill, by Trenton PD on Livingston County arrest warrant for alleged Bond Violation on original class D felony of Tampering with Motor Vehicle.  Mr. Winfrey has been a fugitive since July 2021.  He will be extradited and housed at DDRJ at earliest opportunity.  Thank you Trenton Police!

Added January 19:

UPDATE:  Surrendered to DDRJ 01-20-2022.  Cassie Kay Leeper, 39, Milan, wanted on Livingston County arrest warrant for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant shows probation violation allegations include alleged being arrested for Attempted Burglary and Association with probations without permission.  Bond set at $20,000 on case #19LV-CR00340-01.

 

Other Arrests:

January 13 LCSO arrested William Dean Gardner Jr., 58, Wheeling for alleged felony Failure to Register as a Sex Offender as Mr. Gardner was allegedly not in compliance with legal registration requirements.  Mr. Gardner was processed at the LEC and transferred to the Daviess Dekalb Regional Jail pending filing of formal charge(s).  Livingston County Associate Court has since issued an arrest warrant on Mr. Gardner for alleged felony Forgery violation on a case the Chillicothe Police had investigated.  The prosecutor has our report and is considering additional charge(s).

January 21 LCSO served Livingston County arrest warrant on Shawn Marie Oliver, 41, Chula when she surrendered on the warrant for infraction of a seatbelt violation.  Ms. Oliver posted the $10 bond and was given a new court date if she wishes to appear.

January 24 at 2:46 p.m. LCSO and CPD officer arrested Daniel Joseph Smith, 34, in the 800 block of Dickinson Street on a Livingston County arrest warrant for alleged Failure to Appear in Court on 2 counts of class A misdemeanor Violation of Order of Protection for Adult.  Bond was set at $5,000 on case #22LV-CR00025.  Mr. Smith was transferred to DDRJ in lieu of bond.

January 25 LCSO arrested Trey Benjamin Holcom, 27, Utica, on Livingston County arrest warrant when he surrendered to LCSO for alleged Endanging Welfare of a Child-Creating Substantial Risk-1st degree-1st offense-No Sexual Contact.  Mr. Holcom was transferred to DDRJ in lieu of $5,000 bond.

 

Citations:

January 18 a Brookfield driver was cited for operating a motor carrier vehicle with improper or defective lights.

January 20 at noon a Spickard driver was cited for Failure to Register Motor Vehicle Annually, with expired October license.

January 22 at 11:00 a.m. an Illinois driver was cited for 80 in a 65 on U.S. 36.

January 23 at 12:50 p.m. a Farmington driver was cited for 35 in a 25.

 

Additional Information:

Illnesses have been taking a toll on the LCSO.  Multiple employees have had medical leave over the last several weeks.  We have been working on covering patrol, court and other primary duties.

January 25 LCSO extradited Lisa Ann Bell, 39, from the Macon County Jail as she had been arrested on a Livingston County arrest warrant for alleged stealing.  She was transferred to the Daviess Dekalb Regional Jail.

Currently LCSO have 59 detainees in custody.
