Missouri Congressman Emanuel Cleaver of Kansas City has offered a similar measure in Washington that would restrict sponsors involving alcohol, tobacco, controlled substances, adult entertainment, and gambling. Schroer says he does not think his provision has any of these limits. It heads to the governor for action.
