Traffic Stop Turns into Arrest in Buchanan County

A traffic stop made by the Missouri Highway Patrol ended in an arrest in Buchanan County.

The arrest report says that 38-year-old Devin M. Russell of Kansas City was arrested as an out-of-state fugitive at 3:28 pm.

The citation includes failure to register a motor vehicle and not wearing a seat belt.

Russell was taken to the Buchanan County Law Enforcement Center where he is being held without bond.
