Livginston County Sheriff’s Office 10/15/2022 – Incidents, Arrests and MORE

Incident Reports:

September 16 at 9:19 a.m. LCSO was in the 4000 block of Route A on an investigation.  This resulted in the arrest of Sherry Gayle Ritchie, 33, Chillicothe on a Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on an ordinance violation of theft.  The deputy observed item(s) used with methamphetamine and also seized other evidence.  Ms. Ritchie was arrested for the alleged Possession of Methamphetamine and incarcerated.  Ms. Ritchie has been charged in Livingston County Associate Court with alleged felony drug possession.

September 16 LCSO investigated a dog bite to a person.  Injured person was bitten by their own dog while attempting to help their pet that had been serious injured from a vehicle.  Information submitted to the Livingston County Health Center as required.

September 17 LCSO investigated a report of a dog bite in the Dawn area.  Resident reported walking from the fish fry and 2 dogs began circling him and being aggressive.  The larger dog bit the citizen on the leg and person was treated at HMC Emergency Room.  The dog owner was contacted and “thought” the dog was current on vaccinations.  Health department notified as required and information shared with the victim.

September 21 Deputy Sheriff/School Resource Officer Mike Lewis filed a report with this office regarding an altercation between two juveniles at Chillicothe High School.  The school administration handled their end of the discipline and the report is being submitted to the juvenile office.  Parent(s) have been notified.

September 22 LCSO responded to a call of a juvenile walking on U.S. 36 east of Chillicothe.  Deputy was able to contact the parent and learned the child had walked away from the place they had been in Chillicothe.  Reunited with parent and information submitted to the juvenile office.

September 22 LCSO began investigation of tampering with motor vehicle and theft from a vehicle and a nearby building had been burglarized and items stolen.  The vehicle had holes drilled in the fuel tank and the gas drained/stolen.  Items stolen include Dewalt Sawzall set, gas can(s), Dewalt Drill Set, Stihl Backpack Leafe Blower, Stihl MS260 chainsaw, Stihl MS362 chainsaw, Stihl MS261 chainsaw, Husqvarna 562XP chainsaw, Kobalt air impact gun, Sharps container, boot brush, tire gauge, knives, scalpel items, jumper cables, first aid kit, gloves, Ratchet Straps and more.  Investigation is continuing.

September 23 LCSO assisted a family in the Chula area on a runaway juvenile.  Investigation shows the juvenile apparently snuck out of the home during the night and discovered missing the next morning.  A short while later the young person was located safe in Chillicothe.  Information submitted to the juvenile office.

September 28 LCSO assisted a rural family when a family member with serious mental illness walked away.  Deputy was able to help the adult go to HMC and worked with the family.

September 29 a trailer license plate was reported stolen from the 24000 block of LIV 377 near Hale.

October 05 LCSO assisted the Children’s Division on a call of possible sexual abuse to a child from a parent.  Investigation has been completed and there is no evidence to support anything illegal ever took place.  Investigation is closed.

October 09 LCSO assisted a family where a parent is suffering from deteriorating mental health issue(s) and is unsafe to be alone.  That person was attempting to leave and go to an unsafe location.  Information was shared with the family and the person agreed not to walk away.

October 10 LCSO conducted a well-being check on child(ren) in the Ludlow area.  The home was found to smell of animals and needed cleaned but the child(ren) were found to be fine.  A hotline report was made to the Children’s Division.

October 10 LCSO spoke with multiple people in Dawn regarding a peace disturbance complaint.  Incident resolved without further incident.

October 13 at 3:58 p.m. a deputy made a vehicle stop as the license plates were not matching and discovered the male driver was revoked/suspended.  This resulted in the arrest of Charles Robert Smith, 37, and the discovery of methamphetamine related items containing methamphetamine.  Mr. Smith was processed at the Law Enforcement Center and transferred to the Caldwell County Detention Center facility.  Mr. Smith was listed as being on parole in Missouri for Possession of Controlled Substance and has been charged in Livingston County Court with the alleged drug violation and bond was initially placed at $25,000.

LCSO has multiple criminal investigations still on-going, information has been exchanged with multiple agencies outside of our jurisdiction.

Arrested September 27:

Gladstone Police arrested Niki A. Kimberling, 31, on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $2,500 cash on case #22LV-CR00505.  Ms. Kimberling will be extradited at earliest opportunity.

Arrested September 28:

LCSO arrested Anthony M. Rounkles, 32, Hale, on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class D felony Possession of Controlled Substance.  Bond set at $10,000 cash on case #22LV-CR00410.  The alleged violation shows “failure to submit to a drug test as directed”.

Arrested September 29:

Independence Police arrested Trenton Lee Merriman, 23, on Livingston County arrest warrant for alleged Failure to Obey a Judge’s Order on original class C felony Delivery of a Controlled Substance.  Bond denied by the Court on case #22LV-CR00481.  Mr. Merriman will be extradited at earliest opportunity.

Arrested October 05:

LCSO arrested Bryan Michael Flemming, 37, Chillicothe in the 400 block of Webster Street on Livingston County arrest warrant for alleged 2 counts class A misdemeanor Non-Support.  Mr. Flemming was held at Caldwell County Detention Center pending posting of $1,000 bond.

Arrested October 11:

Tyler Gene Harper, 29, by authorities in Macon County on Livingston County arrest warrant(s) for alleged class D felony Possession of Controlled Substance, bond set at $20,000 on case #21LV-CR00209-01.

LCSO Jail Management Records shows Mr. Harper was originally incarcerated on this case number on April 29 through May 03, 2021 and released on ROR bond.  Additional arrest warrant issued August 22, 2022 on case #21LV-CR00002-01 for alleged Failure to Appear on class E felony Non-Support-Total Arrears in Excess of 12 Monthly Payments Due Under Order of Support.  Bond set at $4,000 cash only.

Added October 12:

Tony Lee Cashatt, 57, Chillicothe, wanted on Livingston County arrest warrant for Alleged Probation Violation on original class D felony Possession of Controlled Substance on case #20LV-CR00608-01.  Warrant lists alleged probation violation as Condition #6, DRUGS, by testing positive for methamphetamine.  LCSO Jail Management Records shows Mr. Cashatt was first incarcerated on this warrant April 08 through May 06, 2021 and released on ROR bond.  Was arrested on alleged probation violation warrant on November 19 and released December 14, 2021 to the Missouri Dept. of Corrections to attend a program.

Scott Keith Perschbacher, 57, Chillicothe wanted on Livingston County arrest warrant 22LV-CR00545 for alleged class D felony Possession of Controlled Substance, bond set at $5,000 cash.  Livingston County arrest warrant 22LV-CR00547 for alleged class D felony Possession of Controlled Substance and class E felony Attempted Stealing-$750 or MORE.  Bond set on this warrant at $10,000 cash.

Added October 14:

Elizabeth Irene Lehmann, 20, Brookfield, wanted on Livingston County arrest warrant for alleged class D felony Stealing-$750-or more, on Livingston County arrest warrant 22LV-CR00518 with bond set at $10,000.

 

Other Arrests:

September 13 about 9:45 a.m. LCSO arrested Shawn Marie Oliver, 42, Chula on a City of Chillicothe Municipal arrest warrant for alleged Failure to Appear in Court on Financial Responsibility Traffic charge.  Ms. Oliver posted bond and was given a new court date.

September 23 about 11:30 p.m. on LIV 247 and LIV 229 LCSO responded to a report of a vehicle crash.  Investigation shows one vehicle ran off road and striking trees.  Driver was suspected to be intoxicated and resulted in the arrest of Matthew Thomas Ewing, 22, Laredo for alleged Driving While Intoxicated.  Mr. Ewing was processed at the Law Enforcement Center and released on summons.

September 28 LCSO arrested Kalam Daniel Campbell, 32, Chillicothe in Livingston County Court on warrant for alleged peace disturbance and resisting arrest.  Mr. Campbell was transferred to Caldwell County Detention Center.

October 04 at 9:20 a.m. a deputy arrested Natalie Dawn Lawson, 28, Chillicothe for alleged No Valid Operator’s License on a traffic stop.  Ms. Lawson was processed and released on a summons at the Law Enforcement Center.

October 05, LCSO arrested Jason Heith Kelly, 39, Braymer when he surrendered at the Law Enforcement Center and posted the $10,000 bond on Livingston County arrest warrant for alleged class E felony of Assault-3rd degree.

October 06 LCSO arrested Stephanie Marie Brownsberger, 50, on Livingston County arrest warrant 21LV-CR00531 for alleged Failure to Appear on class A misdemeanor Leaving Scene of Accident, bond set at $5,000 and Livingston County arrest warrant 18LV-CR00214-01 for alleged Probation Violation on original class D felony Possession of Controlled Substance.  Warrant lists the alleged probation violation for Condition#6, DRUGS, by testing positive for amphetamine and methamphetamine.  Bond was set at $20,000.  Ms. Brownsberger was transferred to Harrison County Detention Center pending next court appearance.

 

Citations:

Deputies have been working Traffic Enforcement overtime projects where funding is provided through State/Federal grant(s).  Primary focus is on aggressive and unsafe drivers including drunk and drugged drivers.  These are citations issued.  Many warnings were given but not articulated here:

September 13 at 9:10 a.m. a Chillicothe driver was cited for 75 in a 65 on U.S. 36 at Liv 239.

September 13 at 9:45 a.m. a Chula driver was cited for 70 in a 55 on Highway 190 at LIV 233.

September 14 at 10:12 a.m. an Indiana driver was cited for 90 in a 65 on U.S. 36 near Utica.

September 15 at 11:00 p.m. a Tina driver was cited for Display/Possess Vehicle Plates of Another Person.

September 19 at 10:40 a.m. a Tarkio driver was cited for 82 in a 65 on U.S. 36 near Mooresville.

September 19 at 11:55 a.m. an Augusta Kansas driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

September 19 at 12:55 p.m. a Shawnee KS driver was cited for 81 in a 65 on U.S. 36 at Route D.

September 19 at 1:18 p.m. a Mission KS driver was cited for 88 in a 65 on U.S. 36 at Mooresville.

September 23 at 4:50 p.m. an Indiana driver was cited for 80 in a 65 on U.S. 36 near Mooresville.

September 23 at 5:13 p.m. a Kansas City driver was cited for 85 in a 65 on U.S. 36 near Utica.

September 25 at 2:55 p.m. an Illinois driver was cited for 80 in a 65 on U.S. 36 near Utica.

September 26 at 2:20 a.m. a Kansas City Kansas driver was cited for 89 in a 65 on U.S. 36 at Highway D.

September 26 at 10:23 a.m. a New Boston driver was cited for 79 in a 65 on U.S. 36 near Mooresville.

September 26 at 11:26 a.m. a Chicago Illinois driver was cited for 81 in a 65 on U.S. 36 near Mooresville.

September 26 at 11:45 a.m. a Columbia driver was cited for 83 in a 65 on U.S. 36 near Mooresville.

September 28 at 12:32 a.m. a Braymer driver was cited for 78 in a 65 on U.S. 36 east of Chillicothe.

September 29 at 1:41 a.m. an Indiana driver was cited for 80 in a 65 on U.S. 36 east of Chillicothe.

October 02 at 3:05 a.m. a Kansas City KS driver was cited for 80 in a 65 on U.S. 36 west of Chillicothe.

October 03 at 8:18 a.m. a Chillicothe driver was cited for 74 in a 55 on U.S. 65 at Chula Junction.

October 05 at 10:00 a.m. a Trenton driver was cited for Failure to Register Motor Vehicle Annually on Highway 65.

October 05 at 10:30 a.m. LCSO responded to Dawn on a reported disturbance where threat(s) were allegedly made.  Investigation suggests both adults made rude if not threatening comments to each other when one male went to retrieve his dog that reportedly free roams the town.  Information shared with all parties and encouraged to keep the dog confined.

October 10 at 2:35 p.m. an Illinois driver was cited for 80 in a 55 on Highway 190.

October 12 at 3:10 a.m. a Durham driver was cited for 78 in a 65 on U.S. 36 at Utica.

October 13 at 3:15 p.m. a Utica driver was cited for Failing to Register Motor Vehicle Annually with DOR.

 

Additional Information:

September 15 LCSO extradited Carolina Dawn Recie Nobles, 47, from the State of Iowa on Livingston County arrest warrant #22LV-CR00377 for alleged class D felony Stealing-Motor Vehicle.  Bond was set at $20,000 cash.  Ms. Nobles was transported to the Harrison County Jail.

September 17 LCSO spent significant time in Chula assisting with the parade a street fair throughout the day/evening.

Recently LCSO deputy made hotline report as mandated on concerns we had about a child.  Investigation continues.

September 28 Sheriff Cox interviewed two detainees at the Harrison County Detention Center.

September 28 Livingston County Associate Court was extremely busy.  LCSO staff took two people into custody, one on an arrest warrant and the second at the direction of the court.  Both were taken to Caldwell County Detention Center.

Multiple fugitive investigations continue taking place.

Currently the LCSO has 52 people in custody.
