Livingston County Sheriff 03/06/2023 – Incident Reports, Arrests, and MORE Public Information

Incident Reports:

February 21 at 4:34 p.m. LCSO assisted a rural couple where one adult was recovering from a serious stroke and the family was having significant problems.  LCSO has contacted other services that are capable of providing assistance and are reaching out to the family.

February 27 Deputy Sheriff/School Resource Officer Mike Lewis filed report with this office on 3rd violation of harassment from a juvenile to another juvenile at the Chillicothe Public School.  Parent(s), Juvenile Office and School Administration are aware of issue.  This report will again go to the juvenile office for their attention.

March 01 LCSO initiated an incident report at Hedrick Medical Center of a dog bite which took place on LIV 237.  Victim was treated for injuries at HMC and the Livingston County Health Center has been notified.

March 01 about 11:11 a.m. LCSO assisted an elderly citizen who was found walking on Highway A.  The gentleman reportedly has medical or other issues and was returned home with additional notification being made to the Crisis Intervention Team.

March 02 about 9:43 p.m. LCSO was requested to assist the MSHP-Troop B as they were in pursuit of an Illinois vehicle being driven west bound on U.S. 36 at an extremely high rate of speed and entering Livingston County.  Deputy West was near Wheeling and began assisting the MSHP and reported seeing the suspect vehicle traveling at 117 miles per hour at time(s).  Deputy Wilson successfully deployed the spike strips west of Chillicothe on the suspect vehicle and both front tires soon deflated.  The suspect turned into Utica and eventually stopped on Throop Street when the suspect fled on foot with his pit bull dog.  Officers from the LCSO and CPD including K-9 took the suspect into custody, that person being Tyler J. Tadlock, 25, Bethany Illinois.  Apparently the suspect’s dog was attempting to or did attack the CPD K-9 and was removed from the scene by law enforcement and by Ms. Patek later assisted with the care of the dog.  Mr. Tadlock was processed at the LEC and later transferred by LCSO to the Caldwell County Detention Center for the alleged felony crimes of Possession of Controlled Substance and Resisting Arrest by Flight.

March 05 LCSO began investigation of property damage to Christmas decorations in the Wheeling park.  This most likely involves juvenile(s) and we hopeful we can identify the parent(s) of those involved.

LCSO has been busy working on a number of on-going criminal investigations and fugitive investigations in addition to sharing information with multiple law enforcement agencies.

Arrested February 24:

Zachary A. Sheehan, 24, by authorities in Schuyler County on Livingston County arrest warrant for alleged Failure to Appear in Court on original class D felony of Forgery.  Bond set at $20,000 on case #22LV-CR00309-01.  Mr. Sheehan was extradited and transferred to Caldwell County Detention Center.

Arrested February 28:

Savannah Kay Jimenez, 33, arrested by LCSO and Chillicothe PD on Livingston County arrest warrant for alleged class D felony Possession of Controlled Substance.  Bond set at $25,000 on case #23LV-CR00022.  Ms. Jimenez was transferred to Harrison County Detention Center.

 

Other Arrests:

February 27 LCSO extradited Jeremy D. Stephens, 39, Brookfield, from the Brookfield Police on Livingston County arrest warrant for alleged 3 counts class D felony of Stealing-$750 or MORE.  Mr. Stephens was processed at the LEC and then transferred to the Caldwell County Detention Center in lieu of $30,000 bond.

February 28, LCSO deputy arrested Bryan D. Gordan, Kansas City, for excessive speed being 96 in a 65.  Mr. Gordan was processed at the Law Enforcement Center and released on $250 bond.

February 28 about 4:10 p.m. a fugitive investigation ended with the arrest of another person for alleged crime of felony Hindering Prosecution.  LCSO and Chillicothe PD had been working together on locating and arresting felony fugitive Savannah Jimenez for several days.  A vehicle stop was made on this date by CPD and Ms. Jimenez was in the back seat of the SUV.  The driver of the vehicle was arrested by LCSO for the alleged Hindering Prosecution, that person being Christina N. Phelps, 34, Mooresville.  LCSO had previously notified Ms. Phelps of the arrest warrant for Ms. Jimenez and even searched Ms. Phelps home for the fugitive.  Ms. Phelps was processed at the law enforcement center and released pending filing of formal charges.

March 01 LCSO deputy arrested Jace Kaden Hickman, 20, Ohio, for excessive speed being 92 in a 65.  Deputy noted the vehicle smelled of marijuana and subject had THC vape on his person.  Mr. Hickman posted bond and was processed at the Law Enforcement Center and released on $250 bond.

March 01 LCSO arrested Kimberly Dyann Draper, 24, Chillicothe, on Livingston County arrest warrant #23LV-CR00018 for alleged class D felony Possession of Controlled Substance.  Ms. Draper was processed and released on OR bond.

March 02 at 2:30 p.m. a deputy was on U.S. 36 and Route C and stopped a Kansas City driver for 94 in a 65.  That stop resulted in the arrest of Garcia Salas Jorge Luis, 40 for alleged excessive speed and no valid driver’s license.  Mr. Jorge Luis was processed at the Law Enforcement Center and released on bond.

March 02 at 4:40 p.m. LCSO arrested Nicole Marie Baker, 41, in the 100 block of S. Grant in Wheeling on Livingston County arrest warrant #22LV-CR00592 for alleged Failure to Appear in Court on original class D misdemeanor Driving While Revoked/Suspended.  Ms. Baker was processed at the LEC and released after posting bond.

 

Citations:

A call from Linn County on the night of February 22 of a west bound vehicle traveling at a very high rate of speed resulted in LCSO Deputy stopping the suspect vehicle on U.S. 36 and issuing a citation for 88 in a 65 to the Illinois driver.

February 23 at 11:31 a.m. a Kansas City driver was cited for 82 in a 65 on U.S. 36 at LIV 408.

February 23 at 11:45 a.m. a Breckenridge driver was cited for Failure to Register Motor Vehicle with DOR when stopped on U.S. 36 at Mooresville Jct.

February 25 at 3:20 p.m. an Illinois driver was cited for 81 in a 65 on U.S. 36 at Mooresville Jct.

February 25 at 8:30 p.m. a Florida driver was cited for 86 in a 65 on U.S. 36 at Highway 65.

February 27 at 2:20 p.m. a Chula driver was cited for Failure to Register Motor Vehicle with DOR on a stop on Route K and Liv 249.

February 28 at 1:30 p.m. a Kansas City driver was cited for 96 in a 65 on U.S. 36 at LIV 255.

February 28 at 2:30 p.m. a Kansas City driver was cited for 82 in a 65 on U.S. 36 near Utica.

March 01 at 12:45 p.m. an Ohio driver was cited for 79 in a 65 on U.S. 36 at Route B.

March 01 at 1:30 p.m. an Ohio driver was cited for 92 in a 65 on U.S. 36 at Medicine Creek.

March 02 at 9:05 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at Highway CC.

March 03 at 2:00 p.m. a Kansas City driver was cited for 84 in a 65 on U.S. 36 at Utica Jct.

March 03 at 2:20 p.m. an Illinois driver was cited for 92 in a 65 on U.S. 36 at LIV 259.

March 03 at 4:25 p.m. a Kentucky driver was cited for 86 in a 65 on U.S. 36 at LIV 259.

March 03 at 5:00 p.m. a Springfield driver was cited for Failure to Register Motor Vehicle with DOR on a stop at Washington and Curtis Streets in Chillicothe.

 

Additional Information:

February 07 LCSO extradited Devin Dominique Massey, 30, from the State of Indiana on Livingston County arrest warrant #23LV-CR00049 for alleged class E felony Resisting Arrest/Detention/Stop by Fleeing-Creating a Substantial Risk of Serious Injury/Death to Any Person.  Mr. Massey was transferred to the Caldwell County Detention Center.

February 23 LCSO transferred Joel Tracy Kellison, 46, to the Missouri Department of Corrections on a Parole Violation Warrant.

February 23 LCSO extradited Jared VanHorn, 45, from Clay County Sheriff on Livingston County arrest warrant for Non-Support.  Mr. VanHorn was taken to the Caldwell County Detention Center in lieu of bond.

LCSO has been rather busy working on open criminal investigations, fugitive investigations, assisting other agencies, court and administrative duties.

In February LCSO extradited Devin Massey from the State of Indiana on Livingston County arrest warrant for alleged felony Resisting Arrest.  Mr. Massey was held in Caldwell County and has been released on ROR bond February 22, 2023.

February 24 LCSO transported one female detainee to Department of Corrections in Vandalia and four male detainees to DOC in St. Joseph.

February 28 LCSO picked up male detainee at Missouri Department of Corrections in Cameron for appearance in Livingston County Circuit Court and then returned the male to prison.

February 28 LCSO extradited Zachary A. Sheehan from the Adair County Jail on Livingston County arrest warrant and transferred him to the Caldwell County Detention Center.

March 01 LCSO extradited Larry Bryan Luke Steiner, 27, from the Johnson County Kansas Sheriff on Livingston County arrest warrant #21LV-CR00626-01 for alleged Probation Violation on class D felony Stealing-Motor Vehicle.  Warrant lists alleged probation violation as Absconding.  Mr. Steiner was transferred to the Caldwell County Detention Center in lieu of bond.

March 02 LCSO began bailiff duties for a scheduled 2-day jury trial.  Approximately 80 prospective jurors were summoned to appear at the courthouse this morning.  The trial ended on March 03 with an acquittal for the defendant.

March 06 LCSO transported a Quentin Bassett from the Department of Corrections in St. Joseph to Livingston County Associate Court for mandatory appearance on multiple charges.  Mr. Bassett was returned to DOC by our office once court was over.

LCSO currently has 40 detainees in custody.

 

Sheriff Steve Cox
